Summary: The U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of Economic/Commercial Assistant.

The work schedule for this position is:

  • Full Time, 40 hours per week

Start date: Candidate must be able to begin working within a reasonable period of time following receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position: No

Duties: Under the supervision of the Economic and Commercial Officer, the incumbent independently drafts commercial reports, assists U.S. firms with due diligence inquiries on potential Ugandan business partners, supports and often leads trade missions, and identifies opportunities for U.S. exports to and investments in Uganda.  The incumbent develops relationships with the Government of Uganda to advance U.S. commercial and economic policy in Uganda.  The incumbent also develops relationships with the American Chamber of Commerce (AmCham), and various Ugandan and U.S. commercial organizations to promote bilateral trade between the United States and Uganda. The incumbent also provides strategic economic and commercial research and analysis to help inform U.S. policy makers and shape U.S. policy in Uganda. The incumbent coordinates with interagency partners to promote bilateral trade between the United States and Uganda.

Qualifications and Evaluations

EDUCATION:  Bachelor’s degree in Business Administration, Economics, Law, Mass Communication, or International Relations is required.

Requirements:

EXPERIENCE: Three years of progressively responsible experience in either Governmental work related to political or economic issues; work in a for-profit business; work in a non-profit organization focused on economic growth, an enabling business environment, other pro-business or economic theme; or other work, including journalism, academia, or public affairs related to political or economic issues is required.

JOB KNOWLEDGE: Must have a basic understanding of the local business environment, including major companies, cultural norms, and business practices.  A basic familiarity with U.S. business practices and international trade is required.

Evaluations:

LANGUAGE: (This may be tested.)

Level IV (Fluent) reading/writing/speaking of English is required.

SKILLS AND ABILITIES:  (This may be tested.)

Strong analytical and writing skills (organizational skills) that can be applied to identifying and summarizing key economic and business developments in Uganda.  Ability to develop and maintain a network of useful contacts with Ugandan private sector.  Must have an intermediate skill level using Microsoft Word and Excel.   Must have an intermediate skill level in arithmetic to analyze and report economic data.  Typing skills with speed and accuracy is required.

Qualifications:  All applicants under consideration will be required to pass medical and security certifications.

* IMPORTANT:  Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
