Job Summary:  The Temporary Program Officer is primarily responsible for planning and ensuring quality and timely implementation of the Adolescent Development (AD) core program within the designated sub counties. S/he is expected to implement the AD program in a manner that promotes integration with other core programs of Sponsorship and cross cutting themes such as gender, disability, child Protection and child rights programming. S/he will also implement the AD program in collaboration with Sub county stakeholders and ensures meaningful and active participation of Children. S/he may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis.

Key Duties and Responsibilities:  

  • Participate in preparation of draft plans and budgets for the Project.
  • Ensure that all the implemented ASRH interventions meet the Quality bench-marks, whilst maintaining an excellent budget burn rate in line with the Project phased budget.
  • Take lead in an assessment to determine the availability and accessibility of adolescent friendly services and opportunities.
  • Support establishment and improvement of context-based ARSH service options in line with Save the Children Partnership Defined Quality for Youth (PDQ-Y) guidelines.
  • Support capacity assessment and the development and/or implementation of a training curriculum for Service providers (Schools and Health facilities) that improves their ability to offer “Adolescent-friendly care”.
  • Provide opportunities for the Adolescents to acquire and to apply life skills (planning and decision making, resistance skills) in health, education and livelihood scenarios.
  • Ensure coordination with the government activities and structures in the implementation of the Project activities.
  • Contact and engage with stakeholders (Community Mobilization Team, Teachers, and Community Development Officers, parents, relevant Government departments esp. Gender, health, education, production, Police) to find out their capacity and needs on ASRHR.
  • Support community awareness raising on adolescents’ need for access to quality reproductive health information and services, importance of adolescent learning, need to improve employability skills and adult adolescent partnerships.
  • Support the participation of the children, community and partners in the process of planning, monitoring and implementation of the ASRH Project.
  • Implement and facilitate the project capacity building activities including identifying appropriate training venues and forums, non-formal training and support.
  • Take responsibility to review, understand and declare commitment to observe and implement child safeguarding policy.
  • Closely work with supervisors and or, Child Safeguarding Focal persons to ensure all child abuse or potential risks to children are recorded, reported and filed.
  • Observe confidentiality of all child information that may come to your possession either by virtue of your position as a SCI staff or unintentionally.
  • Support meaningful and age-appropriate participation of the Adolescent in ASRH interventions; including planning, implementation, monitoring and evaluation of the programmes.
  • Provide opportunities for the Adolescents to participate in school governance and management (e.g. School Management Committees training).
  • Create platforms for the Adolescents to voice their concerns through implementation of the complaint’s response mechanism in line with the SC accountability framework.

Qualifications, Skills and Experience:

  • The applicant for the Save the Children job must hold a Bachelor’s degree in Social Sciences, Gender, Development Studies, Population Studies, Public Health or equivalent.
  • At least three years of experience working in an Adolescent/Youth Sexual and Reproductive Health and Rights role in a development context, preferably with solid experience in more than one of the Save the Children International’s priority sectors: education, protection, rights governance, HIV/AIDs, health and nutrition, child poverty and emergencies.
  • Sound understanding of ASRHR issues, as well as relevant human rights standards applicable in advancing rights of Adolescents and Youth.
  • Proven ability to build and maintain relationships with a wide array of project stakeholders including adolescents, parents, teachers, health workers, government officials, etc.
  • Excellent writing, analytical and oral presentation skills.
  • Experience of working with local partners and District Local Government in Child Rights Governance, Health, Nutrition, Education, HIV/AIDS or Child Protection.
  • The candidate must be having a valid riding permit and willing to ride a motorcycle.
  • Demonstrated strong interpersonal and communication skills.
  • Fluency in Luganda (both verbal and written) is a must.
  • Information Communication Technology (ICT) literate.
  • Willing to commit to Save the Children’s aims, values and principles.
