The World Health Organisation (WHO) is the directing and coordinating authority for health within the United Nations (UN) system. It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.

 

Background

Following the declared outbreak of Sudan ebolavirus in Uganda, there is an urgent need to test the safety and efficacy of the currently proposed vaccine(s) that have been developed against Sudan ebolavirus. Currently, there are two licensed vaccines that protect against the Ebola Zaire species, which unfortunately, will not work against the Sudan ebolavirus. The vaccine proposed for the clinical trial was developed at the Vaccine Research Center (VRC) at the National Institute of Allergy and Infectious Diseases (NIH). WHO Research and Development  Blueprint is working closely with the NIH/VRC to make these vaccines available to start the clinical trial in Uganda in close collaboration with the Uganda Ministry of Health.

 

Key Duties and Responsibilities: Under the direct supervision of the sponsor’s technical coordinator of the research, this technical officer  will:

  • Be in charge of the logistic at the team base
  • Be in charge of establishing a logistic plan and prepare reports
  • Be responsible for cold chain maintenance and functionality
  • Have a file for cold chain monitoring
  • Ensure availability of materials and supplies stock
  • Be in charge of organizing the vehicles needed for the different activities
  • Solve logistical problems
  • Manage and archive purchase records
  • Responsible for stocks and preparation of kits for the field
  • Development of a database for the management of stocks
  • Monitor the preparation of vaccination kits, consent, observation, and follow-up for the field/vaccination site
  • Monitoring the pharmaceutical stock
  • Updating the database to ensure materials and supplies are available
  • Update the stocks database every weekend
  • prepare a monthly activity report
  • Cold chain responsibility at national level
  • Receive and install the ultra-cold chain (-60 to -80 ° C).
  • Receive the vaccine, upon arrival at the airport with photos and storage in the ultra-cold chain (freezer -60 ° to -80 ° C)
  • Be responsible for storage of vaccines at manufacturers’ required temperatures (according to SOPs) from -60 to -80 ° C
  • Be responsible for freezing of special accumulators (PCM) at -20 ° C
  • Monitor the temperatures twice a day that is in the morning and evening temperature readings for freezers, room and battery inverter parameters
  • Monitor weekly the inventory vaccine stocks
  • Ensure hygiene of the freezers and battery bank
  • Provide the vaccination teams with the necessary vials to perform daily activities in close collaboration with team logistics focal points
  • Monitor vaccine temperature during transportation at all levels: freezers (-60 to -80 ° C), Arteck (-60 to -80 ° C), CryoQ (+2 to + 8 ° C)
  • Disinfect returned flasks and storage for final count
  • Archive and report all data at the Cold Chain level.
  • Ensure that current fluctuations don’t damage the freezers and inverters
  • Responsible for stocks and preparation of kits for the field
  • Development of a database for the management of stocks
  • Monitor the preparation of vaccination kits, consent, observation and follow-up for the field/vaccination site
  • Monitoring the pharmaceutical stock
  • Updating the database to ensure materials and supplies are available
  • Update the stocks database every weekend
  • Prepare a monthly activity report

Qualifications, Skills and Experience:

  • The applicant must hold a diploma/certificate in logistics management.
  • Hold a bachelor plus two years of university diploma
  • Hold a training certificate on good clinical practice (GCP) in research is an asset.
  • Two years of professional experience in logistics or vaccination or in research.
  • Experience in logistics with ring vaccination against EVD, or during Ebola response, or in medical research is an asset.
  • Professional qualities: listening skills, integrity, open-mindedness, good communication skills, flexibility, ability to work in a stressful, multicultural, and multidisciplinary environment, organizational skills.
  • Language: English, speaking several local languages is an asset
