Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise and part of the German Development Cooperation. The GIZ ‘Sanitation for Million’ (S4M) global programme supports Kampala Capital City Authority (KCCA), urban councils in Sub-Lango Region and other key actors in the water and sanitation sector in their efforts towards an improved and more equitable access to sustainable sanitation in urban areas. S4M works in close cooperation with the bi-lateral GIZ ‘Enhanced Water Security and Sanitation Programme’ (ENWASS) which also supports urban sanitation in partnership with KCCA, the Ministry of Water and Environment (MWE) and NWSC as well as other partners. Sanitation for Millions (S4M) is a new global programme financed by BMZ (German Federal Ministry of Economic Development and Cooperation) which commenced work in 2017 and is designed to become a multi-donor platform. It aims to upscale sanitation infrastructure and services along the entire sanitation chain in a bid to close the gap to the SDGs. In particular it works towards improving the access to sanitation and the hygiene situation in urban and peri-urban areas through the rehabilitation and construction of sanitary facilities, improving faecal sludge management, introducing sustainable operation and maintenance structures, and capacity building measures on sanitation and hygiene. GIZ utilises its global sector experience of building strong institutions alongside improving legal, regulatory and financial frameworks conditions for household sanitation and all other components of the sanitation service chain (capture/storage, collection/transport, treatment and reuse/disposal). The programme currently operates in Uganda, Jordan and Pakistan and intends to further expand to more countries.
The country activities in Uganda had the initial focus on sanitation and hygiene in public schools in Kampala in partnership with KCCA. The main areas of activity were the construction of new and the refurbishment of old sanitation and hand-washing facilities and the support of the school managements in maintaining and operating these facilities sustainably. Since 2018 the S4M programme increased its scope within and beyond Kampala into the promotion of safely managed sanitation services for entire communities. The geographical focus is currently limited to city/town wide sanitation services in Kampala/KCCA (city), Gulu and Lira MC (medium sized town) and Apac MC as well as other town councils in Sub-Lango Region (small towns). According to statistics the majority of Ugandan access a sanitation facility, either their own or sharing one with others. Those facilities are mostly traditional latrines which do not meet minimum standards. There are also some citizens that do not even have a facility and practice open defecation. Hence the objective of the Uganda Government and many international players in the framework of the Sustainable Development Goals (SDGs) intend to enable every citizen to have access to an improved sanitation facility (toilet) and to services that safely remove and managed the faecal sludge. One of the main bottlenecks in providing those improved sanitation facilities and services for onsite sanitation (toilets that are not connected to a sewer line) and downstream services of faecal sludge management (safe emptying of faecal sludge from toilets, transporting it to a treatment plant, treatment and final reuse or disposal) is the low willingness and affordability to pay for such services by end-users. This has many reasons. One hand the households, businesses and institutions usually do not prioritise sanitation very much due to limited available funding and less awareness. On the other hand there are limited opportunities to access finance to pay such services, especially by the majority of low-income earners. Moreover, some services are not even available at all, since the business environment for the private sector is often not conducive (low demand, lack of regulation). Therefore, the program seeks to contribute towards improving access to finance for the private sector involved in sanitation services on one hand and for households and landlords to build emptyable latrines and sanitation systems and pay for emptying services on the other hand. It is also necessary to regulate prices for service provision by the introduction of tariffs which serve as a catalyst for formalised service provision and to reach out to the low-income earners. Eventually it is envisaged to establish a financing mechanism for sanitation infrastructure, equipment and services.

The financing solutions shall work with the various available financing avenues of commercial banking, micro- and nano-financing (PAYG) solutions and on the other side dive into new and innovative financing modalities e.g. incentive driven/ performance-based, co-funding, cross-subsidy, competitive grant allocation and/or other tangible solutions.
Potential financing mechanisms would also require appropriate capacity building processes for financial institutions, private service providers and landlords & households. The topic of financing mechanisms for sanitation is already at the centre of current discussion in the sector which is demonstrated by the discussions around the development of a ‘Sanitation Levy’ on water tariffs by NWSC and other utilities. However, the lack of adequate data and information and unclear mandates have slowed down progress. The GIZ Sanitation for Millions (S4M) programme is looking for a technical Advisor in the field of innovative financing of sanitation services in Uganda.

Key Responsibilities:
The technical advisor will be responsible for:
• Development of innovative financing modalities for the sanitation and hygiene related private sector players like households/landlords, suppliers, construction companies & individual entrepreneurs on toilet construction, toilet emptying, and transport business and equipment supplies. Those modalities can be full and/or semimarket based for broad uptake by institutions, communities and households including disadvantaged and vulnerable groups (e.g. urban poor, women, children, people with disabilities, internally displaced persons, migrants, ethnic minorities) in the areas of Kampala and medium sized towns and small towns.
• Conduct various assessments on ability and willingness of customers, financing demands of private businesses and business opportunities in the financing sector (macro, micro, nano) for urban sanitation
• Regulation of service providers: Work on tariff setting for sanitation services in small, medium and large urban centres with initial focus on Kampala, Gulu, Lira and Apac District Towns with the objective to define and possibly test a cross-subsidy system to reach middle to low-income earners

• Provide support to sanitation marketing campaigns based on the developed financing concepts
• Capacity building: Support capacity building measures of the various stakeholders to improve their ability to access financing
• Providing professional advisory services to and cooperate with a broad range of target groups, including KCCA, private sector, Town Councils, Ministry of Water and Environment (MWE), Ministry of Finance (MoFPED) and civil society
• Identifying and managing external support including designing terms of reference, selection and supervision of consultants in the course of carrying out S4M activities.
• Monitoring, evaluation and reporting of S4M activities in line with GIZ and partner requirements.
• Support knowledge transfer between different GIZ Water and Sanitation Programmes, partner organisation and institutions across (East) Africa, Asia and other regions

• Coordination and regular virtual exchange with the S4M Programmes in Jordan and Pakistan.
• Close and regular virtual interaction with the S4M Team in GIZ Headquarters in Germany
• Support to the Heads of Programmes (ENWASS and S4M) in strategic development and positioning of GIZ in terms of sanitation
• Knowledge management as well as good public relations and documentation, both in Uganda and in cooperation with GIZ Headquarters.

Qualifications:
• University education (minimum Bachelor degree) in Financing and/ or related studies of Entrepreneurship / Economics / Business Development/Management..

Professional experience:
• Minimum of 8 years of professional hands-on experience in Uganda on financing and business development including the area of services for the urban poor
• Minimum of 5 years working experience in the private sector on financing
• Excellent knowledge of the Ugandan financing institutions and business sector
• Past experience in working with international development partners/donors/NGOs is an advantage
• Working experience within the East African region and beyond is an added advantage.

Other knowledge, additional competences:
• Demonstrable capacity for self-organization and the ability to take the initiative with minimal supervision and project monitoring and evaluation experience.
