Rogers Opiyo 23, is alleged to have pulled the trigger that hit the Don twice on the chest in June this year.
One Ocakacon Patrick is already on remand on similar allegations. Ocakacon is alleged to be the master planner behind the alleged killing.
The late Andrew Rachkara was killed from his residence in African quarter, Pece Division in Gulu Municipality in June.
According to Police investigations, the lecturer gave Ocakacon Uganda shs.33M and a Toyota land cruiser so that Ocakacon buys for him two pickup trucks from Juba, South Sudan but he failed to deliver his part of the deal.
After the fatal shooting of the late Andrew Rachkara, Opiyo immediately fled to Juba, South Sudan while other accomplices where arrested and remanded awaiting trial in the High Court for murder.
After months of hideout in South sudan, Opiyo returned and was arrested on Thursday last week from Bombo.
According to the Police Public Relation Officer for Aswa region, Patrick Jimmy Okema, police have been trucking OPiyo using his phone for months and after his arrest in Bombo, he was immediately brought to Gulu Central Police Station where he is being questioned.
He added that they have also been tracking Opiyo’s father, Bosco Oyat, a Uganda People’s Defence Force officer attached to Bombo Military Barracks.
Its believed that His father’s and wife’s phones were under surveillance and their conversation led to the arrest of the father which led to the prime suspect’s arrest on Thursday.
