Job Title: Senior Technical Officer – National TB and Leprosy Programs (NTLP)

About USAID USSHC Project:

USAID funded Uganda Systems Strengthening for Health Commodities is a five year program supporting the Government of Uganda’s health system to improve the availability and accessibility of essential medicines and health supplies (EMHS).The expected results of are to:1) strengthen national policies and strategies and support cost-effective, equitable, and transparent utilization of EMHS resources; 2) strengthen country capacity for effective management and utilization of EMHS; and 3) increase availability and access of EMHS among priority populations.

Job Summary: The Senior Technical Officer will support the NTLP in maintaining the current logistics management information system and reporting requirements and supply chain effectiveness to enable the programme make informed decisions related to supply chain management. S/he will also support the districts to improve on the management and distribution of anti TB and anti-Leprosy commodities. The Senior Technical Officer will offer overall support to the NTLP, Pharmacy Division and key stakeholders to develop integrated, harmonized, and streamlined supply chain processes, such as quantification, procurement, storage, distribution, ordering/reporting, and appropriate use. This technical assistance is especially aimed at improving the capacity of NTLP in their supply chain management roles and responsibilities, and assisting them in planning and monitoring.

Key Duties and Responsibilities:

  • Offer technical guidance to Pharmacy Division to ensure that NTLPs commodity pipelines are analyzed and monitored at all levels of the supply system
  • Assist in the coordination of the reporting and ordering for TB drugs in a timely manner and the follow up of non-reporting facilities
  • Revive and strengthen NTLP system for receiving facility stock status reports from TB diagnostic and treatment facilities and utilization of the information to address any identified gaps.
  • Render support and technical assistance to the NTLP in the development of an electronic system for management of health facility stock status information
  • Support NTLP to ensure that the Pharmaceutical and Health Product Management supported by Global Fund grants are updated on time to reflect the TB programs procurement needs.
  • Ensure periodic logistics data quality audits are integrated in the routine NTLP mentorships and supervisions.
  • Work in liaison with the QPP Unit of the Pharmacy Division to strengthen and •streamline the TB commodity quantification process in line with the QPP strategic plan, and provide inputs into the bi-monthly stock status reporting.
  • Support in conducting periodic quality audits for data at zonal and district level
  • Offer technical assistance to MDR TB sites to ensure optimal stock levels with periodic on-site support supervision

Qualifications, Skills and Experience:

  • The candidate should hold a Professional degree in Pharmacy, supply chain management training or logistics management is an added advantage
  • Prior experience in providing logistic management technical assistance especially in the area of supply chain management, quantification and procurement
  • A minimum of three or more years’ experience with medicines logistics management information systems
  • Working experience in Uganda with knowledge and comprehensive understanding of the Uganda public health system.
  • Previous experience with USAID supported programs is an added advantage
  • Proven ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals
  • Show willingness to be flexible and adapt to changing priorities and shifting deadlines
  • Excellent organizational, administrative, communications and reporting skills
  • Strong teamwork and team-building skills
    Strong English skills required, including ability to write lucid technical reports and documents
  • Demonstrated computer skills, including knowledge of Windows, Microsoft Word, Excel and Power Point.
