Raising The Village provides a combination of community based projects to address the immediate needs of households living in extreme poverty to support them in building their foundation for long-term household income development. Raising The Village is committed to building affordable and effective poverty solutions which deliver lasting outcomes. RTV is implementing projects in Kisoro, Kanungu, Rukungiri and has coordination office in Kampala and now expanding to Kagadi District. Raising The Village now seeks to recruit a Senior Project Officer to be based in Western Uganda.
Senior Project Officer
The Senior Project Officer will be reporting to the District Manager. The Senior Project Officer works to support Raising The Village (RTV) programs in Uganda and to support RTV’s Project Officers in all aspects of their work. They provide a mentorship and leadership role for all staff and ensure follow up and follow through as per project designs and work plans. An RTV Senior Project Officer is also responsible for resolving issues and serving as a link between officers and management. The ideal candidate will be someone who can guide, coach, and mentor and train employees. Someone who is well-versed in processes under the role’s responsibility and will be results-driven and focused. The goal is to ensure that operations are carried out productively to ensure sustainable growth within RTV and success within projects..
Responsibilities
Project management
• Ensure Project Officers’ workplans are in alignment with the project designs and within budgets;
• Ensure work plans are being adhered to by project officers;
• Ensure on-going management of workplans and budget for each cluster;
• Receive and review all reports from project officers;
• Take proactive measures to identify risks and issues and provide solutions and/or mitigating measures to ensure successful initiatives;
• Bring to management attention items that need further support or guidance;
• Conduct a minimum of 3 visits per week to oversee key activities and support officers with their clusters as required;
• Participate in project progress reviews;
• Reconcile weekly budgets as per officers and leads submissions;
• Support Project Officers with workload and co-implement initiatives as may be required;
Supervision
• Conduct weekly cluster meetings under your purview and provide constructive feedback and coaching for both program related aspects as well as staff related;
• Provide support and guidance to staff to ensure work is progressing in each village but also to help them navigate RTV’s structures and administrative aspects;
• Complete mid-term and annual performance reviews;
• Conduct RTV methodology staff-refresher training for staff learning;
• Maintain staff hours and try to ensure a work-life balance for all staff;
• Approve project officer leave requests;
• Pass on information from upper management to employees and vice versa;
Administration
• Participate in interview hiring and onboarding process and train employees as required;
• Attend weekly Senior Officer/Team Lead meetings;
• Complete and submit weekly reports in coordination with project officers;
• Support Management as requested on project specific activities;
• Support management with information sharing for donor reporting and proposal writing opportunities;
• Other duties as required by management
Technical and Administrative skills
• Strong communication skills, both verbal and written English;
• Fluent in local dialects in areas where RTV works;
• Strong Computer Skills with good knowledge of Microsoft Suit;
• Excellent organizational and leadership skills with keen attention to details;
• Accurately completes multiple tasks while taking into consideration special assignments, frequent interruptions, available resources and multiple reporting relationships;
• Strong training & facilitation skills;
• Strong interpersonal skills;
• Able to build and work as part of a team;
• Reliable, with high integrity and strong work ethic;
• Able to work as part of a team and create a sense of cohesion within teams;
• Able to keep a positive attitude in a fast-paced and challenging environment;
• Energetic and physically able to hike high terrain;
• Able to travel approximately 80% of time.
Education, Qualification and Experience
• University Degree in Community Development, Project Management, Project Planning, Development, Development studies and Social work and social administration or related fields;
• Masters or Post Graduate Diploma in Project Planning and Management will be an added advantage;
• A minimum of three (3) years of work experience in community development programs, project management, facilitation and leaderships or related field;
• Experience in project management and implementation at village level;
