Uganda Investment Authority (UIA) is a statutory agency which is mandated to promote, attract, facilitate, register, monitor and evaluate all forms of investments and business activities in Uganda as per the Investment Code Act, 2019. It is on the basis of this mandate that UIA initiates and supports measures that enhance investments in Uganda and advises Government of appropriate policies conducive for investment promotion and growth in the country.
Job Summary: The Senior Investment Executive – Procurement is responsible for developing and implementing annual procurement plans to ensure timely availability of materials and services needed to implement UIA’s approved work plans. To assist the Head of PDU in overseeing purchasing of activities and evaluating suppliers, products and services, negotiating contracts, and ensuring that approved purchases are cost-efficient and of high quality of activities. He/she is also responsible for supervising other staff under him/her, maintaining positive supplier relations, evaluating supply options, approving purchases, and maintaining accurate records.
Key Duties and Responsibilities:
- Assisting Head PDU to overseeing and supervising employees and all activities of the purchasing department.
- Assisting with the daily activities of the procurement department.
- Planning for the purchase of equipment, services and supplies.
- Monitoring and enforcing the institution’s procurement policies and procedures.
- Reviewing, comparing, evaluating and approving products and services.
- Managing inventories and maintaining accurate records.
- Maintaining and updating supplier information.
- Maintaining good supplier relations.
- Negotiating contracts.
- Researching and evaluating prospective suppliers.
- Preparing budgets, cost analyses and reports.
- Preparing plans for the purchase of equipment, services, and supplies.
- Assisting the Head PDU in reviewing, comparing, analyzing, and approving products and services to be purchased.
- Managing inventories and maintaining accurate purchase and pricing records.
- Maintaining and updating supplier information such as qualifications, delivery times, product ranges, etc.
- Maintaining good supplier relations and negotiating contracts.
- Researching and evaluating prospective suppliers.
- Preparing budgets, cost analyses, and reports.
Qualifications, Skills and Experience:
- The applicant must hold a Masters in Procurement and Supplies Management, Business Administration, Business management
- Degree in Procurement and Supplies Management, Business Administration, Business management, Commerce is preferred.
- Knowledge in relevant Government computerized procurement systems will be an added advantage Should possess CIPS
- Full membership MCIPS with the relevant professional body is preferred
- A post graduate diploma in Procurement and supply chain management, Project Planning and Management, Business Administration is must.
- Four years of hands-on experience in a busy organization preferably a government entity in the field of procurement and supply chain management.
- Should have an analytical mind and keep up with product and service trends.
- Should be able to negotiate well and ensure that all purchases comply with company standards.
- Proficiency in Microsoft Office and purchasing software.
