Job Summary: The Field Security Officer will support the management of WFP’s security operations to enable the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities, and facilities in Uganda. The position reports directly to the Country Director and Representative.

Key Duties and Responsibilities:

  • Provide technical risk management expertise and guidance that enables considered decisions regarding risk management escalation.
  • Coordinate the implementation of UNSMS and WFP security risk management strategies and provide direct support to the security personnel at the Country Office and Field Offices in their implementation.
  • Ensure that Divisional security evaluation, audit, and compliance recommendations are efficiently implemented across all facilities – Country Office, Field Offices, and Warehouses.
  • Ensure Quarterly Assurance Statements are reported on time on the digital platform eTREMP. The statement addresses the essential security processes and measures the controls associated with risk management and mitigation
  • Ensure HQ Security Assistance Mission (SAM) recommendations are implemented, and their status reported on the on the digital platform e-TREMP.
  • Support the Country Office in developing crisis management plans (including crisis and business continuity planning).
  • Provide direct operational support to Field Offices. Specifically, provide support with the UNSMS, implementation of risk mitigation measures, and compliance
  • Ensure communication and implementation of security policies across the Security Unit to ensure uniform and effective risk management.
  • Advise the Country Director in his or her role as a member of the United Nations Security Management System (UNSMS) in-country architecture.
  • Ensure program activities comply with the applicable Security Management Team (SMT) decisions.
  • Provide support and advice to the Country Director in elaborating, reviewing, or updating key UNSMS risk management documents, standard operating procedures (SOP), contingency planning, and readiness – Security Plans.
  • Provide technical advice and guidance to strengthen security management and crisis readiness and preparedness capacity at the Country Office and Field Offices, and lead the development of country security strategies, policies, and planning.
  • Ensure that safety and security considerations are a core component of WFP Uganda program activities and are adequately funded and that their personnel comply with all related instructions and requirements.
  • Initiates, conducts, and monitors the Security Risk Managements (SRM) process and other relevant requirements of the United Nations Security Risk Management System (UNSMS) security policies and guidelines, to enable the continued delivery of WFP programs particularly in crisis situations while ensuring the safety, security and well-being of personnel, and security of WFP premises and assets.
  • Deliver security atmospherics about the strategic and operational environment and advise the Country Director upon local security developments and issues and their potential impact across WFP operational activities in Uganda.
  • Conduct context analysis in conflict-affected operations areas, including assessments of non-state armed groups (NSAG) capabilities and intents, criminal groups and others.
  • Ensure mandatory weekly security reporting to HQ and the Regional Security Officer is strictly adhered to using the prescribed format.
  • Ensure Flash Reports are prepared and disseminated to the appropriate distribution list immediately after a significant incident impacting WFP or partners.
  • Ensure Significant Incident Reports (SIR) are electronically filed promptly in the Security Incident Management and Security Analysis System (SIMSAS)
  • Support WFP field activities and missions by providing technical support related to security clearances, elaboration of Concept of Operation (CONOPS), Mission Security Clearance (MSCR), and Senior United Official (SUNO) Principal Security Risk Assessment (PSRA).
  • Support deep field mission support and coordinate with other units to access specific areas requiring additional movement authorization.
  • Coordinate with security forces and contracted private security companies to provide armed security arrangements for WFP road movements (Evaluate mined or roadside bomb threats on roads/areas), when required.
  • Maintain an effective security management communications system that enables rapid and coordinated security activities, including staff headcount during emergencies.
  • implement a reporting mechanism on general security operations, including mission tracking, staff training, donor support, assets tracking (equipment and technologies servicing), and daily staff tracking reporting.
  • Ensure that WFP personnel are regularly reminded of implementation and compliance with security with UNSMS mandates and WFP security standard operating procedures in high-risk areas.
  • Ensure all significant incidents involving WFP staff and cooperating partners are responded to and timely reported in the Security Incident Management and Security Analysis System (SIMSAS).
  • Align gender risk management approaches with the security management structure, processes, and reporting. TERMS OF REFERENCE FOR WFP CONTRACTS Page 3 of 4
  • When responding to a gender-based incident, ensure the response strictly adheres to the Organization’s Standard Operating Procedures for supporting a colleague following an incident of sexual assault or rape. Security Key tasks 0-72 hours must be fully implemented.
  • Build and maintain productive relationships with local partners to align activities and optimize the best protection for staff, activities, and facilities – Adherence to the Saving Lives Together, a Framework for improving Security Arrangements among International Non-Governmental Organizations/International Organizations and the United Nations.
  • Represent WFP at inter-agency meetings (UNDSS Security Cell and other working groups), contribute to technical discussions, and advocate for the WFP position.
  • Work closely with internal counterparts (UNDSS, AFP FSAs, government, and diplomatic) to align activities with wider security programs and activities and ensure compliance with security policies and procedures.
  • Manage, guide, develop, and trains security personnel, fostering teamwork and communication among security personnel.
  • Leverage WFP WeLearn online platform to ensure WFP personnel are First Aid trained, including Road Safety to raise awareness among WFP staff and enhancing compliance with the road safety regulations.
  • When required, coach and guide Security Associates to ensure appropriate development and enable high performance.
  • Perform other duties as may be assigned.

Qualifications, Skills and Experience:

  • The ideal applicant must hold an Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.
  • At least seven (7) years of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military, or police, or in a corporate environment is required.
  • Significant experience in directing and managing security personnel and operations is required, particularly with team-based approaches.
  • Superior analytical ability to assess and evaluate policies, programs, and issues. TERMS OF REFERENCE FOR WFP CONTRACTS Page 4 of 4
  • Demonstrated skills and experience in providing leadership in a supervisory/managerial capacity.
  • Ability to communicate effectively, both verbally and in writing to develop and the ability to work effectively within a wide constituency.
  • Demonstrated skills in providing excellent customer service to both internal and external constituents.
  • Fostering integration and teamwork.
  • Creating an empowering and motivating environment.
  • Knowledge in the field of security risk management, especially of the United Nations Security Management System (UNSMS).
  • Has contributed to the development of systems and tools for the security operations metrics in line with innovative methodologies and best practice.
  • Has provided support in the provision of technical security operations advice to strengthen the security management function of WFP.
  • Has managed small teams of national staff with related areas of expertise.
  • Has developed some experience managing resources.
  • Has gained considerable experience in at least one operational area.
  • Languages: Working knowledge (fluent or mother tongue) of English and intermediate knowledge of another official WFP language; Arabic, Chinese, English, French, Russian, Spanish, or Portuguese. Intermediate level of English is required under all circumstances
