The IRC has been working in Uganda since 1998 supporting nationals and refugees and various institutions in the country notably the government, community based organizations, the civil society and the private sector. IRC has a country office in Kampala, a regional office in Lamwo, Moroto, West Nile and in South western Uganda. Given the conflict outbreak in South Sudan, IRC extended its services to Palabek refugee settlement to support refugees being settled in Lamwo district. IRC is currently looking for enthusiastic, hardworking and self-motivated persons to join our team to support the effective delivery of the organization’s mission. TITLE: Reproductive Health Officer (1 Position) REPORTS TO: Health Manager LOCATION: Palabek Refugee Settlement, Lamwo District DEPARTMENT: Health DURATION: 12 months, contingent on donor funding Job Overview/Summary Under the direct supervision the Health Manager, and working closely with the Public Health Officer, EPI focal person, mental health officer, Midwives and Nutrition officer the HIV/ Reproductive Health Officer will be responsible for the Reproductive Health (RH) programmes in Lamwo . Specific Responsibilities: • Act as focal point person for RH services and provide technical advice and assistance on reproductive health to refugees and the host community of Lamwo. • Liaise with the district health authorities of Lamwo district when planning and implementing RH activities in Palabek refugee settlement and among the surrounding population, where appropriate. • Liaise with other sectors (protection, community services, Local leadership, schools, etc.) to ensure an integrated approach to reproductive health. • Adapt and introduce standardized strategies for reproductive health which are fully integrated within PHC model. • Initiate and co-ordinate various audience-specific training sessions on reproductive health (for audiences such as health workers, community health workers, the refugee population, students, etc.). • Introduce standardized protocols for selected areas (such as syndromic management of STIs, referral of obstetric emergencies, medical response to survivors of sexual violence, counselling and family planning services.). • Undertake needs and resources assessments and put right as appropriate all issues related to programme planning, monitoring and evaluation with regards to human, material and financial resources. • Undertake regular visit to all health centres in the settlement in order to analyzed, monitor, evaluate and supervise the implementation of reproductive health services delivery. • Organize and conduct timely coordination meetings with implementing partners as regards their implementation, in accordance with the OPM/UNHCR (written minutes should be prepared). • Organize on-going training/familiarization sessions for refugees, VHTs and Local leaders. Particular attention should be paid to supporting VHTs and local leaders, and strengthening their capacity to create demand for the RH services at the facilities • Liaise with UNHCR Public Health Officer and other actors working in reproductive health and HIV including national and international NGOs and UNFPA • Prepare regular reports to be shared with the Health manager and other officers as well as monthly reports (as a minimum) to be shared with Health manager and Biostatician. • Immediately inform the Manager of any happening of significance in the reproductive health sector. • Make recommendations on reproductive issues impacting on the health status of the refugees and host community in the settlement. • Represent IRC in relevant meetings and technical fora in the area of Reproductive health. Competences, Skills and Attributes: • Cultural, gender, religion, race, nationality and age sensitivity and adaptability. • Planning and organization competencies • Computer skills including word processing, PowerPoint and excel. • Ability for analytical and creative thinking for rapid solution(s). • Ability to produce high quality output with desirable results. • Good Communicator with strong inter-personal skills to deal with persons of various cultural and educational backgrounds. • An outgoing personality and a team player with service-oriented attitudes. Required Qualifications and Experience • Must have at least a Diploma in Midwifery or its equivalent from a recognized Institution • Must be registered and licensed with the Nurses and Midwives Council. • A degree in Public Health or its equivalent is an added advantage. • At least two (2) years working experience on Reproductive health services delivery.
