Job Summary:  The Program Officer will support the team to provide comprehensive and cost-effective Technical Assistant, Capacity Building, and Program Implementation expertise for PEPFAR and Global Fund-supported global health activities in the three programmatic areas: Prevention of mother-to-child transmission of HIV (PMTCT); HIV care and treatment clinical services for adults and children; and HIV pediatric care and treatment.

The Program Officer will provide administrative support, as well as coordinate the day-to-day activities of the assignment. He/she will work closely with the Consultant and ensure that all activities are conducted and deliverables submitted as per the approved timelines, scope, and budget.

Key Duties and Responsibilities:

  • Coordinates EGPAF, MOH, IPs, and CDC to ensure a successful collaboration and coordination to attain comprehensive cost-effective implementation of activities.
  • Maintains communication with the Consultant, CDC, UNICEF, MOH, and the TWG regarding the implementation of the assignment.
  • Maintains a calendar for, and coordinates all meetings, workshops, and assignment tasks.
  • Alongside the Consultant, participates in stakeholder mapping exercises with different organizations and implementing partners (IPs).
  • Liaises with the Consultant to collect and archive relevant information (COVID-19 protocols, treatment guidelines, standard operating procedures (SOPs), etc.).
  • Coordinates and attends all writing workshops, TWG, co-creation, and validation meetings with the consultant, MOH, CDC, UNICEF, SBCC, and other key stakeholders.
  • Coordinates the pre-testing of the revised guidelines in selected health facilities.
  • Works with the Consultant to ensure that all feedback received from the different meetings/workshops is incorporated into draft documents and that they are refined.
  • Assists with the completion of all assignment deliverables (guidelines, training curricula, tools. etc.), summarizing discussions, and writing reports.
  • Consolidates and archives various reports, minutes, and documents produced throughout the assignment.
  • Plans and coordinates trainings, workshops, and meetings in collaboration with the MOH, the Consultant, and key stakeholders.
  • Provides administrative support (printing tools, arranging meetings, field travels, etc.) for the assignment.
  • Supports follow-up of monitoring and knowledge-sharing activities with the MOH and key stakeholders.
  • Provides in-country monitoring and tracking of the assignment progress against scope, timeline, and budget.
  • Ensures all deliverables related to the assignment are finalized and submitted to EGPAF HQ.
  • Carry out any other duties reasonably assigned by the Supervisor.

Qualifications, Skills and Experience:

  • The applicant must hold a medical degree and/or a master’s degree in Public Health
  • At least five years of professional experience working in program implementation.
  • Two years of COVID-19 professional work experience.
  • Experience in working closely with MOH and HIV implementing partners while contributing to the HIV/AIDS and COVID-19 responses.
  • Hands-on knowledge and skills in designing, and planning. implementing and monitoring programs.
  • Training in computer applications plus a good working knowledge of computers with the ability to use Microsoft Word, Excel, PowerPoint, etc.
  • Strong skills in teamwork, coordination, and collaboration.
  • Excellent verbal and written communication skills in English, including the capacity to prepare and deliver formal presentations on programs and results
  • Team player with good interpersonal skills and the ability to work in a diverse social and cultural environment.
  • Excellent data analysis skills and ability to think concisely, and critically as well as distil information to a lay audience.
  • Willingness and ability to travel within the districts of support.
