About RUWASS:
The Reform of the Urban Water and Sanitation Sector Reform Programme (RUWASS) is implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ RUWASS implements the Technical Assistance Facility of the IGAD Drought Resilience Initiative (IDDRSI) in Karamoja. The main goal of the facility is to strengthen the capacities of the District Local Governments with regard to spatial planning. The support is part of the wider support of GIZ in Karamoja with regard to climate sensitive water resources management in cooperation with the Ministry of Water and Environment (MWE) and the Office of the Prime Minister (OPM).
Job Summary: The Planner for Rural Development is responsible for the implementation of the IGAD component (Technical Assistance Facility of the IGAD Drought Resilience Initiative (IDDRSI)) of GIZ RUWASS in all seven districts of Karamoja.
Key Duties and Responsibilities:
- Tasked with leading the introduction of IGAD’s GIS based knowledge management and planning tools
- Leading capacity building activities for district local governments, technical staff and GIZ staff (including trainings, training of trainers)
- Supporting the interdisciplinary team, including technical advisors for the district offices, with regard to strategic planning and implementation in the context of rural development
- Supporting the District Local Governments in the integration of sectoral investment plans (e.g. water resources management, rangeland management) into district planning processes
- Tasked with supervising the activity implementation in all 7 Districts of the operational area including follow-up of local subsidies
- Providing professional advice to partners and cooperating with important stakeholders
- Supporting the team leader in coordination with government authorities and development partners in the region
- Guaranteeing innovation and knowledge management
- Tasked with documentation, reporting and mapping of results
Qualifications, Skills and Experience:
- The applicant must hold a University degree in Geography, rural development, land- use planning, spatial planning, environmental planning, environmental governance, engineering or a related field
- Possession of a postgraduate qualification in management is an added advantage
- A minimum of seven years of progressive professional experience with regard to government planning processes in Uganda, especially local governments
- Extensive knowledge of and experience in using GIS based land- use planning tools (advantage: 3W, Di Monitoring) and practical experience in Participatory Rural Appraisal (PRA)
- Profound experience in working with District Local Governments and multi-stakeholder processes
- Previous experience in leading small teams
- Experience in the Karamoja Region (including knowledge of the local languages) as well as working with International Development Organisations is an advantage
- Very good knowledge of ITC technologies (related software, phone, e-mail, internet) and computer applications (e.g. MS Office, Power Point, Excel)
- Excellent knowledge of English language, Ngakarimojong is a strong asset
- Willingness to work and travel in remote areas
- Possess a driving licence for motor bikes is an added advantage
- Willingness to up-skill own capacities/capabilities as required by tasks to be per-formed – corresponding measures are agreed with management
