Great Lakes Trade Facilitation Project

The Government of Uganda through the Ministry of Trade, Industry and Cooperatives (MTIC) has received financing from the World Bank towards the Great Lakes Trade Facilitation Project (GLTFP), a regional project implemented by the governments of the Democratic Republic of Congo, the Republic of Rwanda and the Republic of Uganda, and coordinated by the Common Market for Eastern and Southern Africa (COMESA). The objective of the GLTF Project is to facilitate cross border trade by increasing the capacity for commerce and reducing the costs faced by traders, especially small-scale and women traders, at targeted locations in the borderlands.

The GLTF Project will support Improving Core Trade Infrastructure and Facilities in the Border Areas including border infrastructure, a border market and related feasibility studies at Mpondwe, Goli and Bunagana. Other activities include CBT Policy and Procedural Reforms and Performance Based Management. Infrastructure related activities will require preparation and implementation of comprehensive ESIAs, ESMPs and RAPs in accordance with the law and governing procedures of Uganda and the World Bank. The GLTFP intends to apply part of the proceeds of the Credit for the recruitment of Monitoring and Evaluation (M&E) Specialist to support the GLTF project especially in the implementation, support, Communication, Monitoring and Evaluation of the project systems for monitoring small-scale cross-border trade.

DETAILS OF THE JOB OF THE M&E SPECIALIST

Specific Tasks

The M&E Specialist will be recruited to perform the following tasks:

  • Guiding the process of implementing and reporting on the progress made for the results framework for the GLTFP
  • Conducting and supervising data collection teams involved in cross border trade surveys.
  • Monitoring and ensuring the consistency of methods of data collection from border posts.
  • Coordinating joint data collection activities with DRC and/or Rwandan counterparts.
  • Leading M&E data collection, aggregation and development of project performance reports.
  • Maintaining complete and accurate M&E reporting to be used for tracking all performance indicators of the GLTFP results framework;
  • Developing data collection tools, when necessary, for use in the M&E process and training projects implementation staff on how to use those tools and existing tools;
  • Consolidating M&E reports from various projects implementation activities;
  • Submitting regular M&E project reports to the various stakeholders including the Bank.
  • Ensuring accurate and timely input of GLTF information in the computerize system and issuance of status reports for monitoring and evaluation purposes.
  • Carrying out other tasks assigned by the supervisor.

Competencies
The M&E should have the following experience:

  • At least Master’s Degree in Statistics or Social Sciences preferably economics, Planning and Economic Development, or other related degree
  • A Post Graduate Diploma in monitoring and evaluation or related field is advantageous
  • A minimum of 5 years’ knowledge and experience in the area of Monitoring & Evaluation
  • Knowledge of donor funded projects; especially by the World Bank is added advantage.
  • Sound analytical and technical competence in related field and demonstrated skills in quantitative and qualitative analysis;
  • Demonstrated experience with qualitative methods and ability to conduct quantitative analysis in Excel, STATA, SPSS, SAS, or related software.
  • Experience in designing, planning, and managing data collection.
  • Knowledge and experience in formulation of action plans and budgeting frameworks;
  • Fluency in English and strong organizational and communications skills and results oriented;

Duration of Service: The M&E Specialist will work full time for a period of 1 year with the possibility of further extension subject to satisfactory performance and availability of funds.

Key Deliverables:

  • GLTFP M&E Plan and progress report on the GLTFP M&E Framework
  • Cross Border Trade Survey reports and end of quarter reports

Duty Station: He/She will be based at the Ministry head offices in Kampala but will be required to travel to different border posts to oversee cross-border activities from time to time.
Reporting Requirements: The M&E Specialist shall report to the Project Coordinator and perform his or her duties in close coordination with the project team and other institutions. Project Implementation Period: The GLTF Project will end on 31 December 2020. Thus staff will have no contract for their services after 31 December 2020 unless there is extension.
