JOB DETAILS:
The Rural Electrification Agency (REA) is the Secretariat of the Rural Electrification Board (REB) as established by Statutory instrument 2001 No. 75. The REB’s main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and lmplerrientation of rural electrification projects under several snurtrus of funding.
in order to strengthen its Human Resource Capacity to fulfil the above intention, REA is seeking to recruit Ugandan national suitably qualified to fill the following vacancy:
Manager, Service Territory Development And Operations (Mstdo)
Reporting to the Deputy Executive Director/Technical Operations, the Manager Service Territory Development and Operations will be charged with the growth and overall monitoring of the Service Territories management to ensure they achieve commercial viability and operate efficiently and in compliance with regulatory and legal frameworks in order to meet the Government electricity access and consumption targets..

Key responsibilities include to:
• Ensure the service territories are compliant with the provisions of the Lease agreements and prudent utility practices.
• Oversee the proper maintenance of the network facilities.
• Identify challenges that affect and offer technical support to the service territories and providers.
• Coordinate and guide network expansion in the sen/ice territories, working closely with the investment Planning and Promotion Department.
• Support the development of senrice territory business plans to ensure alignment with Government goals and priorities periodically as reviewed and updated.
• Develop an assessment management plan for electricity networks with a key focus on network reliability and operational efficiency.
• Conduct periodic performance assessment of electricity service providers and identify business growth opportunities for support.
• Oversee and provide technical backstopping to Service Providers in the areas of metering and network operations.
• Ensure that Service Providers maintain GIS database that is Integrated with National Rural Electrification one.
• Plan and execute mobilization activities to enhance . Service Territories, and to promote, and multitudinous strategic linkages with key stakeholders.
• Head, and manage the departmental resources and supervise staff through a performance management and development rigour, budgets and procurement.
• Perform any other relevant duties as will be assigned from time to time by the supervisor.

Specifications of the Person
• Bachelor’s degree in Electrical Engineering from a recognised university. Plus, a Master’s degree in Business Administration.
• Further qualification such as a Mastefs degree in Electrical Engineering specialising in Network Engineering or a professional accounting qualification would be an added advantage.
• Professional registration with Uganda Engineers Registration Board or a recognised body elsewhere is a must.
• At least ten (10) years’ productive experience working in the industry, preferably in utility planning, operations or regulatory services, with at least five (5) years at mid or senior management level.
• Demonstrated exposure to distribution network planning, operations and maintenance practices and procedures.
• Proven project management experience.
• Demonstrated background professional and strategic leadership
• Good interpersonal and communication skills.
