About US:
The Uganda Retirement Benefits Regulatory Authority manages retirement plans for Uganda’s public workforce by serving as the fiduciary stewards of the contributions and disbursements of the pension trust funds. In partnership with the state’s public employers, we help ensure that they can offer their employees a comprehensive retirement plan that is responsive to their needs and is equitable to all stakeholders. URBRA’s primary mandates include;
- Regulate the establishment, management and operation of retirement benefits schemes in Uganda in both private and public sector
- Supervise institutions which provide retirement benefits products and services
- Protect the interest of member and beneficiaries of retirement benefits schemes
- Promote the development of the retirement benefits sector
- Provide for licensing for custodians, trustees, administration and fund managers of retirement benefits schemes, the appointment of inspectors and interim administrators.
Job Summary: The Manager Research & Strategy will support the development of long-term organizational strategy, coordinate planning, monitor and report on implementation of the strategic plan and conduct research and sector development activities in the Authority
Key Duties and Responsibilities:
- Conduct research and surveys on National Retirement Benefits Sector strategies, Plans, Programs and Initiatives in line with the URBRA mandate;
- Monitor the collection and analysis of Retirement Benefits Sector data and information
- Facilitate the development of retirement benefits sector products through research
- Conduct research studies and surveys aimed at assessing, evaluating and establishing new policies, products, systems and strategies for sector development.
- Manage the development and evaluation of the Authority’s strategic plan and ensure alignment with sector and Government policies, strategies and priorities.
- Coordinate the preparation and undertake the periodic review, and monitor the implementation of the Authority’s Strategic Plan.
- Coordinate the budget preparation process, including the timely submission of; the Authority’s Budget Framework Paper (BFP), Ministerial Policy Statement (MPS), and related statutory reports for necessary approvals.
- Conduct annual evaluations and impact evaluation studies of URBRA programs and initiatives.
- Oversee think tank related activities through collaborative research and ensure timey publication of research papers on emerging issues relating to the retirement benefits sector
- Prepare quarterly and annual institutional and sector performance reports.
- Facilitate the implementation of quality assurance processes, and promote a quality mind-set across the Authority.
- Coordinate the preparation, review, approval and implementation of standard operating procedures, ISO standards and other quality management specification.
- Ensure that data from the retirement benefits industry is collected, verified, analysed and interpreted and periodic reports such as quarterly and annual statistical reports are produced.
- Develop mechanisms for tracking fundamental economic and other strategic developments in the local and international economy in order to inform policy.
- Liaise with research associates from research institutions and agencies, non-governmental organisations and other stakeholders to design and implement relevant research.
- Collect, verify and analyse data/information on the retirement benefits business and the industry as a whole.
Qualifications, Skills and Experience:
- The applicant must hold an Honors Bachelor’s Degree in Economics, Statistics, Business Administration, Social sciences or related fields from a recognized institution.
- Master’s Degree or equivalent qualification in any of the above fields, from a recognized institution.
- Professional qualification in M&E and (or) risk management from a recognized institution is an added advantage
- Membership to a recognized Professional body.
- At least seven years of relevant work experience, 4 (four) of which must have been served at Senior Officer level or equivalent level in Government or the financial services industry with knowledge of retirement benefits sector.
- Demonstrated Research and Report writing experience. Must provide evidence of having conducted at least two research studies
