Reports to: Senior Manager Human Resource, Finance and Administration

About US:

The National Environment Management Authority (hereinafter called “NEMA”) was established under the National Environment Act, Cap.153 in May 1995 and continued under the National Environment Act No.5 of 2019 as the principal agency for environment management in Uganda charged with regulating, supervising and coordinating all activities relating to the environment.

Job Summary: The Manager Finance and Accounts will spearhead Finance and Accounts management function at the Authority in compliance with National and International financial management standards

Key Duties and Responsibilities:

  • Spearhead the development and implementation of division Work Plans, Budgets and prepare timely reports
  • Manage the Authority’s financial transactions and working capital management
  • Submit timely and accurate financial management reports
  • Support preparation of Authority budgets
  • Monitor NEMA’s performance against budgets, identify and explain variances
  • Ensure that statutory returns are prepared and submitted in due time as required by Law
  • Forecast cash flow and coordinate NEMA’s financial transactions and working capital management
  • Mobilize resources in collaboration with other departments to support program implementation
  • Prepare commitment control reports in accordance with Government financial regulations
  • Ensure that financial records, books and statements are up-to date and accurate for preparation of both year end and management accounts
  • Advise Management on viable investment options
  • Oversee the formulation, analysis and processing of transactions in accordance with applicable standards
  • Evaluate and advise on the appropriate accounting treatment of complex transactions (step by step acquisitions, fair value determinations and financial instruments)
  • Supervise and appraise staff
  • Any other official duties that may be assigned by the supervisor

Qualifications, Skills and Experience:

  • The applicant must hold an Honors Bachelor’s Degree in Commerce (Accounting/Finance), Business Administration (Accounting/Finance), Finance and/or Accounting
  • Masters in Degree in Business Administration, Finance and/or Accounting
  • Full Professional qualifications of ACCA or CPA Uganda
  • Full membership to the Institute of Certified Public Accountants of Uganda
  • A minimum of eight (8) years of post-qualification professional working experience in Financial Management or Accounting three of which should have been at Senior management level in a public institution.
  • Hands-on experience with Accounting Packages such as Sun systems, Navision Financials or Pastel and Government IFMIS is a MUST
  • Leadership, team building and supervision skills
  • Strong interpersonal, communication and negotiation skills
  • Excellent analytical and presentation skills
  • Financial and human resource management skills
  • Excellent report writing skills
  • Resource Mobilization skills
  • Risk management skills
  • Command of excellent Information Communication Technology skills
