About US:

The National Environment Management Authority (hereinafter called “NEMA”) was established under the National Environment Act, Cap.153 in May 1995 and continued under the National Environment Act No.5 of 2019 as the principal agency for environment management in Uganda charged with regulating, supervising and coordinating all activities relating to the environment.

Job Summary: The Legal Officer (Prosecution) will support effective management of the prosecution function at NEMA

Key Duties and Responsibilities:

  • Actively contribute to the development and implementation of the Work Plans, Budgets and prepare timely reports including status reports of court cases
  • Support prosecution of all offenders in liaison with the DPPs office
  • Support investigations to ensure successful prosecution service
  • Manage exhibits and other forms of evidence for effective prosecution
  • Liaise with the Office of the DPP to ensure successful prosecution of environment offenders
  • Support implementation of Administrative and express fines schemes for environment breaches
  • Draft Restoration Orders, Stop Notices, Improvement Notices and all other Statutory Notices to support law enforcement
  • Provide legal support and advice to NEMA on issues relating to prosecution, compliance and enforcement of environmental laws
  • Provide legal support to Legislative drafting processes
  • Provide legal support to Multi-Lateral Environmental Agreements, Treaties and Conventions negotiations and implementation
  • Manage witness appearance in court for all criminal matters
  • Undertake awareness creation and capacity building on environmental law
  • Support training and assist in the formulation of bye laws and ordinances for Local Governments
  • Supervise and ensure appraisal of staff in the unit
  • Develop bankable proposals for sustainable resources mobilization and collaboration efforts to support the legal function
  • Perform any other official duties as may be assigned by the supervisor

Qualifications, Skills and Experience:

  • An Honor’s Bachelor’s degree in Law from a recognized University; Postgraduate Diploma in Legal Practice
  • Leadership, team building and supervision skills
  • Strong interpersonal, communication and negotiation skills
  • Excellent scholarly writing and publication skills
  • Excellent analytical and presentation skills
  • Financial and human resource management skills
  • Excellent report writing skills
  • Resource Mobilization skills
  • Risk management skills
  • Excellent Information Communication Technology skills
  • Excellent command of the English language
