Job Title: WASH Project Manager
GOAL is an international humanitarian agency dedicated to alleviating the suffering of the poorest of the poor. We are a non-denominational, non-governmental and non-political organisation. GOAL Uganda country project focuses on two of GOAL’s three strategic sectors: Health (including WASH and health accountability programming); and Livelihoods. GOAL Uganda mainstreams HIV, gender, child protection and the environment/DRR across all programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with local civil society organisations, private sector partners and District Local Government to give effect to our mission.
Job Summary: The WASH Project Manager (WASH PM) is responsible for managing the implementation of the WASH project in Abim within all stages of the project management cycle
Key Duties and Responsibilities:
- Manage the implementation of WASH project activities in Abim district
- Collaboration with a national/regional CBO/NGO in Abim
- Ensure organisational capacity assessment and oversee the technical (WASH) and non-technical capacity building support for partners
- Support partner in preparations of budgets, processing financial requests for disbursement of project funds
- Assist partner staff in implementation and documentation of standard procedures and practices of purchasing, and promote accountability of resources.
- Support partner to prepare performance plans, provide coaching and feedback
- Monitor and report on partner performance on meeting obligations of partner agreement including targets and reporting deadlines.
- Develop and expand GOAL Uganda’s WASH project activities in Abim district further deepening our CLTS learning and impact
- Ensure villages move beyond open defecation free status to achieve good hygiene and handwashing practices to climb the sanitation ladder
- Carry out ‘barrier analysis’ and behaviour change activities to increase handwashing with soap
- Ensure all GOAL and partner staffs are aware and using correct CLTS manuals and good practice
- Be responsible for conducting training of partner staff and district staff on CLTS methodology
- Organize and conduct CLTS learning exchange visits within and outside the district for learning, reflection and sharing
- Work with the mechanics association and GOAL team to develop a greater emphasis on sustainable operation, maintenance and repair; rather than just hardware provision
- Develop a strategy and curricular for handpump mechanic associations (HPMA) capacity building to include; adequate technical skills; good governance; good financial management and accountability; reporting and record keeping systems; service marketing; spare parts access
- Work in liaison with the District water and health authorities to help improve hygiene, water provision, water testing and mapping of water, WUC functionality and recording of hygiene in the District
- Ensure that staff, HPMA and District counterparts are familiar with the national water supply database and actively submit information and help to ensure an accurate and up to date Abim District water supply database.
- Work in liaison with M&E to document lessons learned, promising practices and case studies from the project.
- Carry out frequent field-level monitoring and provide feedback and support to Water User Committees, Village Health Teams as needed.
- Provide Monthly Logframe reports to the Programme Manager/WASH Adviser on progress of the project activities according to agreed formats and timeframe.
- Monitor the progress of field activities carried-out by WASH Partner and GOAL Staff against agreed targets on a regular basis and provide short notes with recommendations for follow-up action.
- Responsible for budget management and timely, accurate project reporting
- Manage performance of Wash Staff in ABIM Goal Field offices
Qualifications, Skills and Experience:
- The applicant should hold a University degree at Master level in public health, Environmental Health, Social Sciences, engineering or related discipline. Experience may substitute for qualifications, but not the other way round.
- Training in project planning and management, community approaches or behaviour change
- At least two years actual project management experience with a strong focus on hygiene promotion and capacity building,
- Proven capacity to supervise, train and coach staff in WASH technical skills
- Ability to write clear and well-argued assessment and project reports
- Working familiarity with CLTS and Sanitation marketing methodology
- Working knowledge of major donors government development agencies
- Past exposure and experience of preparing successful funding proposals for donors
