UNDP is supporting the Diaspora Project which brings together Ministry of Foreign Affairs as Implementing Partner for the project and Uganda Investment Authority (UIA) and Bank of Uganda (BOU) as responsible parties (responsible for implementation of specific outputs/activities).

About Project:

The project is aimed at strengthening national capacities for effective utilization of Diaspora resources for national development. It is anchored onto the objectives of the National Development Plan (NDP) which is aimed at promoting economic growth as a key instrument for development in the country. The following are the key outputs of project: Information and Management systems for coordination and partnerships developed and strengthened; Diaspora paper and policy institutional arrangements for Diaspora developed; Incentives for Diaspora investments and remittances enhanced and opportunities identified for national development.

 Job Title: Network Engineer

Organisation:  United Nations Volunteers (UNV)
Duty Station: Kampala, Uganda
Reports to: Resource Centre Manager

Job Summary: The Network Engineer will be responsible for configuring and maintaining network hardware and ensuring compatibility of existing and future systems. This will include routers, switches, firewalls and other applications hosted at the Ministry of Foreign Affairs such as Navision.

Key Duties and Responsibilities:

  • Act as a focal point of administration for VoIP systems computing technology platforms.
  • Perform all Local Area Networks/Wide Area Networks (LAN/WAN) Security Management functions and audit including monitoring all system access request; validation of needs and evaluation of appropriate access levels needed for the system access;
  • Liaise with the Network Administrator at the data Centre to remain network servers and serve operating at the Centre to applicable version levels needed for the system access;
  • Develop and maintain the Network installation standards, procedures and checklists;
  • Assist in planning and testing emergency and Disaster Recovery strategies in liaison with MoFA Data Centre Team.
  • Coordinate scheduled and emergency service and maintenance with LAN/WAN server system vendors whilst monitoring, tracking and preparing periodic reports on LAN/WAN server systems availability, performance and capacity;
  • Assist in the procurement of products by being principally responsible for analyzing and monitoring network and computing platform needs to maintain a consistent platform performance and compatibility;
  • May provide 24 hour on-call support;
  • Maintains a broad knowledge of state-of-the-art technology, equipment and/or systems;
  • Perform such other job-related duties under the MoFA as may be assigned from time to time to ensure effective implementation of the MoFA systems;
  • Advise and assist in ensuring uniform integration of all IT software and hardware infrastructure and MoFA.

Qualifications, Skills & Experience:

  • The applicant should possess a Bachelor’s degree in an IT/Engineering related discipline such as Computer Science, Software Engineering and Telecom Engineering;
  • A Master’s degree in the related disciplines will be desirable;
  • Specialized LAN and WAN training and qualifications/certification in advanced networking skills. e.g. Windows servers 2003/2008/2012, Cisco, etc;
  • Industry standard qualifications such as MCSE, MCITP, and CCNP voice and security are desired.
  • The candidate should possess a minimum of  three (03) years of work experience directly related to the duties and responsibilities as specified is essential;
  • Experience in distributed network administration with a Data Centre or server farm environment, including maintenance of Cisco routers, switches and firewalls is desirable.

Job Terms:  A 12-month contract will be issued upon acceptance of offer and medical clearance. A volunteer living allowance (VLA) will be paid on monthly basis which is intended to cover housing, basic needs and utilities, and is equivalent to UGX 1,298,508. A settling-in-grant equivalent to one-month VLA is payable for a 12 months contract (if one is recruited from a different duty station) which is intended to assist the UN Volunteer while establishing residence in the new duty station, e.g. to purchase basic household items such as furniture, kitchen utensils, bed linen etc. The UN Volunteer will be entitled to life, health, and permanent disability insurance. At the end of UNV assignment, the UN Volunteer will be provided with a resettlement allowance equivalent to one-month VLA per year of satisfactory service.
