Management Sciences for Health (MSH) is an international non-profi t, public health organisation with headquarters in USA, whose purpose is to strengthen health programs worldwide. MSH Uganda is currently running a number of USAID and other donor funded projects including Supply Chain Management System (SCMS).
SCMS is implemented by The Partnership for Supply Chain Management (PFSCM) contract for USAID as part of the President’s Emergency Plan for AIDS Relief. SCMS strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, SCMS assists programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provides quality, affordable, health care products to those who need them. In Uganda the SCMS project is managed by Management Sciences for Health (MSH).
Job Summary

Key Duties & Responsibilities:
- Offer on-going support in monitoring all SCMS shipments of HIV/AIDS commodities, including pharmaceuticals, testing equipment, and laboratory supplies.
- Stay abreast with the shipments using appropriate online databases – showing products being shipped, quantities, sources, arrival times, etc.
- Work closely with the clearing and forwarding agent in Kampala to ensure timely clearance and freight forwarding to client in Kampala of SCMS procured commodities.
- Ensures timely submission of NDA waivers to the clearing agent
- Coordinates the delivery of goods by the shipping agent
- Work collaboratively with the clearing and forwarding agent to trouble-shoot problems with shipments as they arise.
- Ensure the protection of SCMS from delay, loss/damage, and the payment of avoidable charges like double handling, demurrage, etc.
- Ensure suppliers’ and manufacturer’s export documentation meets country requirements for customs clearance and other in-country regulatory requirements, following up any queries made with relevant suppliers.
- Coordinate export shipments for product sampling/ testing.
- Create required documentation and request pick up and clearance for this.
- Assist procurement and freight forwarding teams to expedite emergency orders and to resolve commodity returns and other fulfillment errors.
Qualifications, Skills and Experience:
- The applicant will hold a Bachelors Degree or equivalent in logistics, procurement, supply chain, or business administration,
- At least two years of relevant experience working with both Government and Non-Government agencies and organizations,
- Extensive background in pharmaceutical management is desired,
- The applicant should be a detail-oriented person with good organizational skills,
- Possess strong representational and interpersonal skills,
- Good written and verbal communication and presentation skills in English,
- Proficiency in common computer packages including Word and Excel,
- Strong initiative and self motivation required, with a commitment to teamwork.
