Job Title: Senior Licensing Officer
The Uganda Retirement Benefits Regulatory Authority manages retirement plans for Uganda’s public workforce by serving as the fiduciary stewards of the contributions and disbursements of the pension trust funds. In partnership with the state’s public employers, we help ensure that they can offer their employees a comprehensive retirement plan that is responsive to their needs and is equitable to all stakeholders.
URBA’s primary mandates include;
- Regulate the establishment, management and operation of retirement benefits schemes in Uganda in both private and public sector
- Supervise institutions which provide retirement benefits products and services
- Protect the interest of member and beneficiaries of retirement benefits schemes
- Promote the development of the retirement benefits sector
- Provide for licensing for custodians, trustees, administration and fund managers of retirement benefits schemes, the appointment of inspectors and interim administrators.
Key Duties and Responsibilities:
- Effectively implement the framework and procedures for licensing and regulation on in accordance with the Uganda Retirement Benefits Regulatory Act 2011, Regulations and made there under and other relevant laws
- Assess registration and licensing applications for management approval following the laid down licensing policies and regulation
- Implement, monitor and report on activities regarding registration and licensing
- Update database of all licensed stakeholders
- Analyze and recommend improvements to all internal procedures and implement them.
- Prepare work schedule for management approval
- Update management of current and pending relevant licensing and regulatory requirements
- Support the manager in evaluation of compliance with licensing regulations and participate in the development of performance management plans to address breaches
- Build and maintain effective relationships with key stakeholders
- Perform any other duties assigned by the supervisor.
Qualifications, Skills and Experience:
- The applicant should possess a Bachelor’s degree in Actuarial Science, Finance, Law, Economics, Commerce, Business Studies or Statistics
- A Master’s Degree in Actuarial Science, Finance, Economics, Commerce, Business Studies or Statistics will be an added advantage
- At least three years’ experience in supervision and compliance
