Job Summary: The Project Officer will primarily offer effective and efficient management of the YELG livelihoods project
Key Duties and Responsibilities:
- Project Development, Delivery, Monitoring and Evaluation:
- Logistics and Administration:
- Grant Management: Support in the effective monitoring of donor grant allocated to project, ensuring appropriate reporting in place.
- Monitoring and Evaluation: Ensure project documentation is collected and maintained in such a way to assist donor reporting and the M&E requirements of the programme
- Project Development, Delivery, Monitoring and Evaluation:
- Oversee the implementation of all aspects of the project, including detailed work planning, implementation and monitoring.
- Develop annual, quarterly and monthly work plans to deliver on the project objectives, so that the YELG groups are economically sustainable.
- Monitor progress against targets, and provide appropriate and timely updates to key stakeholders, including the Programme Manager, Deputy Country Director, and Country Director.
- Responsible for budget planning and monitoring of finances, ensuring VSO’s financial and procurement requirements are adhered to by the project.
- Develop specifications for procurement of external services or MOU with partner organisations which deliver on the project objectives.
- Compile and maintain a risks and issues log at project level.
- Maintain project management templates, produce guidance and support documents.
- Take responsibility to identify areas of good practice for sharing
- Also, ensuring linkages and referral systems are in place.
- Support and organise key project meetings and events.
- Maintain records – set up and maintain project files, establishing document control procedures. Maintain quality register, other registers and logs as necessary.

Qualifications, Skills and Experience:
- The candidate should hold a Bachelor’s degree in social studies, development, business administration or agriculture with at least 2 years work experience
- Good facilitation skills
- Past exposure and experience of working with grassroots community organizations and facilitating them to develop their own solutions.
- Skills and experience in delivering relevant soft skills (Group dynamics, and enterprise / business support)
Working with young people: Experience of working with, and understanding the challenges faced by young people in northern Uganda.
Livelihoods Projects: Understanding approaches to delivering on sustainable livelihoods and experience of delivering livelihoods projects.
