Job Title: Livelihoods Project Manager

GOAL is an international humanitarian agency dedicated to alleviating the suffering of the poorest of the poor.  We are a non-denominational, non-governmental and non-political organisation. GOAL Uganda country project focuses on two of GOAL’s three strategic sectors: Health (including WASH and health accountability programming); and Livelihoods. GOAL Uganda mainstreams HIV, gender, child protection and the environment/DRR across all programming. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with local civil society organisations, private sector partners and District Local Government to give effect to our mission.

Job Summary: The Livelihoods Project Manager will take overall charge of the programmatic and operational deliverables, including project implementation, budget management and reporting needs in line with defined organizational and donor requirements.

Key Duties and Responsibilities: 

  • Ensure the development and implementation of all aspects of the Project in accordance with approved project documents and budgets and take overall responsibility for its successful operation;
  • Ensure that all planned activities are properly implemented according to the approved project,
  • Ensure compliance and adherence to all GOAL, Donor and Government of Uganda policies, procedures and guidelines (e.g. seed sourcing and utilization, income generation activities, cooperative management and marketing of agricultural products).
  • Establish and manage an efficient project monitoring system for quality control ensuring in addition timely preparation and submission of program status reports as required for GOAL country management and donors.
  • Actively liaise with the Market Development Mentor and private sector partners.
  • Make sure that there is regular communication/coordination and exchange of experiences between Farmer/Farmer groups/ farmer based organizations (FBOs)/Partners developing similar activities.
  • Strengthen the capacity of the FFS groups and networks in organizational management and leadership.
  • Engage FFS groups and networks in developing viable agro based business plans and businesses.
  • Work closely with farmer groups/ FBOs / processors, small and medium enterprises (SMEs) to existing micro finance institutions to facilitate access to credit.
  • Network with buyers and processors and ensure that farmers are aware of a range of markets and options.
  • Provide ad hoc agricultural extension advice where necessary and be able to monitor agricultural performance of farmers.
  • Ensure that the programme is implemented in a way that empowers and capacity builds local communities and institutions to ensure sustainability of project interventions;
  • Actively facilitate the establishment of farmer field schools, demonstration plots for best practice and promotion of sustainable agricultural practices and technologies relevant to the context of the targeted area.
  • Strengthen the functioning of farmers groups through provision of technical support to register as cooperatives (in line with the by-laws of the Cooperative Society limited of Uganda) and promotion of bulking of farmers produce for increased competitiveness during marketing.
  • Facilitate the transmission and development of business skills to targeted farmers organizations / groups to ensure that the farmers’ activities graduate from subsistence production to a market driven approach that maximizes their returns and benefit.
  • Promote the development of savings culture by the farmers groups through the establishment of Group Savings Schemes and related initiatives.
  • Adhere to the M&E plan and diligently collect accurate monitoring data on programme indicators monthly and ensure accurate filing and data entry on a timely basis
  • Represent GOAL on all appropriate fora, including all related stakeholder groups such as sector meeting in the targeted District and NGO’s;
  • Ensure that all projects reporting (internal and external) is completed in a timely and accurate manner
  • Work closely with the Programme Manager and the Country Management Team to investigate local funding opportunities and develop funding proposals to ensure availability of adequate financial resources for the project activities.

Qualifications, Skills and Experience: 

  • The ideal candidate for the aforementioned GOAL International NGO opportunity should hold a good University degree in Agriculture, Rural Development or related disciplines with hands on experience in sustainable livelihoods programming;
  • A minimum of five years’ experience in managing sustainable livelihoods programmes particularly in a recovery context
  • Strong management, project planning, organizational, supervisory, interpersonal, and communication skills;
  • Proven skills in performance management and capacity building related to staff, institutions and communities
  • Fluency in English, spoken and written; ability to communicate with project participants in their own language
  • Training and or strong understanding of the Sustainable Livelihoods Framework
  • Good finance management skills;
  • Past exposure and experience of programme monitoring using tools and databases
  • Commercial farming and trading experience desired..
  • Comprehensive knowledge of Village Savings and Loans methodology is desirable.
  • Knowledge of Disaster Risk Reduction methodologies and Fuel Saving Stoves is desirable.
  • Computer literacy i.e. competent in Windows, MS office programs, email and database experience;
