About DFS – UNSOA:

The United Nations Department of Field Support, Information and Communications Technology Division (UN DFS-ICTD) is responsible for the delivery of applications that satisfy the requirements of the Departments of Peacekeeping Operations and Field Support (DPKO/DFS) missions as well as Special Political Missions (SPMs). The United Nations Support Office for AMISOM (UNSOA) is a field support operation led by the United Nations Department of Field Support (DFS) under UN security Council Resolution 1863 (2009) mandated to deliver a logistics capacity support package to AMISOM (African Union Mission in Somalia), as well as to provide operational support to other East African missions. The logistics package consists of equipment and mission support services, including ICT infrastructure, systems and software applications in support of United Nations peacekeeping operations, DFS and DPI in the region. UNSOA is headquartered in Nairobi, Kenya with logistics operations facilitated through Mombasa, Kenya and Mogadishu, Somalia. In addition, as a member of the East African Missions and Region 2, UNSOA is a beneficiary of centralized ICT services provided by the Regional ICT Services (RICTS) office of the Regional Service Centre Entebbe (RSCE). These services include ICT Technical & Signals Training, ApplicationsImplementation, Autonomous ICT Communications, ICT Security & Compliance, and Physical ICT Security and Surveillance. As per GA A/67/723, there is no separate funding assessment made for the RSCE. Each mission contributes a portion of its budget and personnel to enable the services of the RSCE. UNOPS has been requested to assist in the implementation of this activity

Key Duties and Responsibilities: Under the supervision of the ICT Technical and Signals Training Operations Manager, the incumbent will be responsible for:

  • Offer technical support to the implementation of a clear and structured Signals nomination process in cooperation with civilian and military stakeholders – including Signals selection criteria, prerequisite qualifications, pre-deployment trainings and pre-screening exercises – to ensure technical expertise and language proficiency is in line with field requirements;
  • Actively participate  in the execution of the military Signals’ training program workflow, procedures and documentation, including resource requirements (e.g., equipment, trainers, etc.), risk assessments and mitigation measures;
  • Implement the regional military Signals training SOPs, including a communication and coordination plan, detailing procedures, guidelines, roles and responsibilities for all regional stakeholders;
  • Significantly contribute to the coordination of the ICT trainings, workshops, briefings and refresher courses at RSCE and other locations as required, for military Signals from the field missions;
  • With the ICT Technical and Signals Training Operations Manager,engage in working with military contingents to gain commitment to deploy Signals for jobs that conform with the training undertaken;
  • Offer timely technical support to the ICT Technical and Signals Training Operations Manager with the coordination, logistics, preparation and maintenance of training schedules, plans and materials for training requirements in support of Quality and Supply Chain groups at minimum.

Qualifications, Skills and Experience: 

  • The ideal candidate for the United Nations Office for Project Services (UNOPS) ICT Technical & Signals Training Operations Associate should hold an advanced university degree (Master’sdegree or equivalent) in information technology, computer science, teaching and education or in a field related to the post description. A first level university degree with a combination of relevant academic qualifications and experience in information and communications technology, education and training may be accepted in lieu of advanced university degree.
  • At least three years of progressively responsible professional experience in ICT, training, teaching and education and project management is required.
  • Past exposure and experience in technical writing as well as field systems and operations in a training and support capacity desirable.

Language Requirements: Fluency in English is required. Knowledge of a second UN language is highly desirable.
