Job Title: Head Network Operations and Maintenance

Job Summary: The Network Operations & Maintenance Head has the overall responsibility for the successful operation and performance of the network infrastructure for all services across the whole country.
Key Duties and Responsibilities:
- The Head Network Operations and Maintenance will ensure that operational processes are developed for all the line sections
- The jobholder will also implement the developed operational processes in liaison with other units.
- Continuously evaluate the output of operational process for performance improvement and to ensure process adherence.
- Actively contribute to the development of the Technical Strategic Plan in line with the Corporate Strategy.
- Co-ordinate the objectives and work plans across all the staff members of the operations and maintenance team to ensure strategic plans are met.
- Allocate duties and monitor staff performance against individual and departmental objectives. Plan and manage the network maintenance department budget.
- Consult and motivate staff to ensure high levels of service.
- Provide direction and guidance for the development and implementation of quality control systems and Procedures to minimize downtime and maximize network performance.
- Ensure effective management of the interconnection of the network with that of other telecom providers.
- Review current technology and advice on appropriate switching, transmission, power, Internet and BSS network technologies to minimize operational gaps.
- Responsible for network Performance Monitoring and Reporting. Network Quality of Service Management
- Provide accurate and timely billing input data for the charging and billing of services to customers
- Maintain security of systems on the network and integrity of the service profiles for each customer.
- Maintain an effective system of communications throughout the organization on network performance related issues and with key customers, equipment vendors and other players in the ICT industry.
- Give all the required support for the effective operations and maintenance of network infrastructure within optimum cost.
- Ensure the company is able to offer quality communication services at all times and in all locations as strategically determined by the company.
- Review operating results of the unit, compare them to established objectives and performance indicators, and take steps to ensure that appropriate measures are taken to correct unsatisfactory results.
- Do regular spot checks on the network to ensure right operational procedures are followed and continuously improved. This includes routine and incident management.
- Cooperate with all the staff both Junior and Senior to ensure harmony and smooth operations in all activities within the sections and the whole company.
- Responsible for the performance Management and staff motivation of subordinates and other peers
- To ensure that the right staff are recruited, provide adequate training and career development.
- Perform any other duties that may be assigned by CTO or any other Senior Officer but that are in line with the company strategy.
Qualifications, Skills and Experience:
- The candidate should hold a Bachelor’s degree in Telecommunications Engineering or other related disciplines.
- Six or more years’ experience, 3 of which should be in an Engineering Management position preferably in the ICT industry
- Postgraduate level in any related field is an added advantage.
- Proven track record of achievements at a managerial level.
- Membership of a professional body such as Uganda Association of Engineers is an added advantage.
- Strong knowledge of the existing networks (GSM, CDMA, Fixed, xDSL, ISP and the underlying transmission and power systems) and Information, Computing and communication technologies and services.
- Strong knowledge of ICT technological trends and associated services.
- Knowledge of engineering practices and maintenance procedures.
- Familiarity with the telecommunication standards.
- Working knowledge of strategic planning and strong analytical skills for the development of long/short term plans.
- Strong people management skills.
- Possess the ability to provide leadership and guidance as a strategic mentor to colleagues and employees.
- Excellent writing skills for both conceptual and detailed material with an articulate and compelling verbal style.
- Excellent track record of managing effectively for peak performance of teams.
- Excellent interpersonal skills.
