About WHO:

The World Health Organisation (WHO) is the directing and coordinating authority for health within the United Nations (UN) system. It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.

About WHO Programme:

World Health Organization is implementing a Malaria Surveillance programme that will contribute to the reduction of malaria morbidity and mortality in the African Region through provision of quality technical support to Member States:

  • Provide normative guidance and generic tools to member states;
  • Support member states in accessing and managing additional resources;
  • Provide technical support to member states for accelerating and scaling up cost-effective interventions;
  • Provide technical support to member states for strengthening procurement and supply management systems and laboratory services and networks;
  • Support member states to strengthen surveillance, monitoring and evaluation systems for malaria prevention and control;
  • Strengthen capacity for the conduct of operational research for evidence-based decisions.

Key Duties and Responsibilities: 

  • Strengthen national malaria surveillance systems including other systems for generation of strategic information for evidence-based targeting of malaria interventions for enhanced malaria burden reduction, through adoption, adaptation and application of relevant WHO norms and standards, guidelines, manuals and tools and appropriate technologies and e-platforms;
  • Build capacity on use of surveillance and other health data for malaria risk mapping at national and sub-national levels;
  • Guide evidence-based targeting of high risk areas with appropriate antimalarial interventions; and
  • Actively monitor the impact of such interventions at subnational levels with the aim of adapting strategies for enhanced impact;
  • Actively facilitate evidence-based policy and strategic dialogue involving national policy makers and partners at national level as a process for monitoring the implementation of malaria strategies, discussing capacity gaps and planning for effective implementation of malaria control and elimination;
  • Significantly contribute to documentation and publication of best practices on use of available evidence for targeting interventions at national and subnational levels;
  • Carry out any other functions assigned.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations World Health Organization Technical Officer vacancy should hold a University degree with postgraduate degree in medical epidemiology or Public Health or health related field. Possession of Master’s degree in malariology or communicable disease epidemiology is desired.
  • A minimum of seven or more years of experience in the development and evaluation of national disease surveillance systems with at least five years at international level.
  • At least five years working experience in malaria control programme or malaria research at national or international level including experience working in WHO would be assets.
  • Broad working knowledge of the principles and practices of communicable disease epidemiology with specific experience in malaria surveillance and operational research;
  • Demonstrated experience in the development and evaluation of systems, policies, strategies, guidelines and tools for malaria control and/or elimination;
  • Proven skills and knowledge in the development and evaluation of disease surveillance systems in a public health setting; and
  • Proven ability and skills in capacity building especially training of health workers;
  • Excellent presentation skills and communication

Languages: Excellent knowledge of English or French and a good working knowledge of the other. Knowledge of Portuguese would be an asset.
