 Salary: UGX 20,044,868/= and UGX 18,709,177 /=

Job Summary: The Monitoring and Evaluation Officer will provide field MEL technical oversight and leadership to support programme teams in the field to lead and drive the MEL work and ensure the smooth running of all M&E systems, processes and activities in their locations in liaison with and update of MEL team at the head office. He/she will lead on developing and updating monitoring, evaluation and reporting systems, including tool design, data collection, report writing, packaging and disseminating results for internal and external use and audiences. He/she will support reporting and planning functions of the organisation for the programme with programme teams, volunteers and ensure effective management of all project databases and associated products.

Key Duties and Responsibilities: 

Support the design and implementation of monitoring, evaluation and learning systems 40% Working closely with the Monitoring and Evaluation Unit at Head Office:

  • Support develop an M&E Plan and strategy for the project
  • Support program design, development and review of all monitoring and reporting function, systems and tools for the project
  • Support area programme team to utilise planning, monitoring and reporting tools to capture information across programme indicators
  • Support the development of performance frameworks and tools used by different stakeholders and ensure consistency with the definition and methodology of collection by keeping an M&E analysis plan for each indicator.
  • Support Design M&E guidelines and Standard Operating Procedures (SOPs) for the project as aligned to the national and International Frameworks, work plans and ensure compliance across the entire project process in liaison with the M&E Unit at Head Office.
  • Support the programme team to Manage (record/capture, analyse, report, disseminate and safely store) project data
  • Design and lead training and other capacity building initiatives on monitoring and reporting systems for staff and volunteers in liaison with the M&E unit at Head office.
  • Prepare monthly, quarterly and annual M&E project reports as per organisational and donor requirements and guidelines such as Key Performance Indicator reports showing progress against each indicator, Support & Supervision (S&S) Project efficiency reports, Monthly Progress Reports (PMPRs), quarterly National Progress Reports(NPRs, Pre & Post Training Reports, and KAP (Knowledge Attitude and Practices) Surveys to support donor reporting requirements at all times (monthly, quarterly, bi-annual and annual reports)
  • Conduct data analysis, reviews, validation and data use workshops periodically in line with studies conducted as agreed with the Programme Coordinator and MEL Coordinator.
  • Conduct Quarterly Data Quality Assurance (DQA) for the project in collaboration with program staff and M&E Unit at Head Office.

Support the Packaging and dissemination of learning 20%

  • Working closely with the Monitoring and Evaluation Unit at Head Office:
  • Oversee analysis of monitoring and reporting data and produce reports for timely dissemination to internal and external stakeholders
  • Contribute to multi-stakeholder review meetings and other internal and external fora to disseminate programme results and learning
  • Prepare internal and external project MEL reports as required
  • Document lessons learnt, best practices and impact from area project for learning within, across and outside Restless Development.
  • Ensure learning generated is shared and disseminated within Restless Development and to other development stakeholder’s different fora outside organisation
  • Document case studies (Monthly) and Most Significant Change Stories (MSCs) on a quarterly and bi-annual basis highlighting programme success and lead in the participatory review and selection of the MSCs.
  • Develop Impact Briefs from Project studies conducted for internal and external sharing
  • Contribute to documenting evidence on the organisation’s learning questions and agenda throughout the project’s implementation process
  • Participate in learning spaces created by the organisation

Support evaluation activities 20%

  • Working closely with the Monitoring and Evaluation Unit at Head Office:
  • Support the design and implementation of evaluation studies and processes i.e. baseline and end line surveys, while working closely with the programme team, M&E Unit at head office or consultants in cases where they will be contracted.
  • Recruit, train and deploy data collectors and entrants
  • Oversee the implementation programme evaluations and develop the design and tools for the process.
  • Design and lead trainings and other capacity building initiatives on monitoring, evaluation and learning for staff, partners and volunteers involved in programme implementation.
  • Perform and ensure quality assurance of programme systems and interventions

Manage data storage systems 15%

  • Working closely with the Monitoring and Evaluation Unit at Head Office:
  • Support design systems for data capture, management and maintenance
  • Ensure functionality of data systems developed
  • Support the programme teams in documentation and filing of all programme data using both on and offline systems
  • Establish and regularly update programme people reached databases clearly showing the programme reach across the target population and categories
  • Conduct data verification, validation and quality assurance in line with organisational and donor requirements on monthly bases
  • Provide monthly status reports drawing on data captured as per organisational and donor requirements

Other 5%

  • Other duties as required. Occasionally working on weekends and holidays for which time off in lieu can be taken

Qualifications, Skills and Experience: 

  • The applicant for the Restless Development Monitoring and Evaluation Officer job opportunity must hold a Bachelor’s degree in the field of Social Statistics, Population and Demography, Development Studies, Social Sciences, Social development, Social Work and Social Administration, Governance and Social Accountability, Civic Engagement or any other related field of study.
  • Post graduate Diploma in M&E is an added advantage
  • Post Graduate training in data management and statistical data analysis software and packages is an asset.
  • Any other training in livelihoods, sexual reproductive health, civic participation/engagement and conflict sensitivity programming is essential
  • Three years of experience in the governance development sector, youth sector with bias on monitoring, evaluation and learning (e.g. data collection, entry, cleaning, analysis, reporting)
  • Experience in use and application of monitoring, evaluation, learning and reporting systems and tools, including both qualitative and quantitative methods
  • Operational understanding of development issues, particularly in relation to youth, governance and social accountability, civic participation and civic engagement
  • Excellent Data Management and Management Information Systems skills, including database design and maintenance, Excel, Access, PowerPoint and Word processing.
  • Well versed and conversant with IT and internet based communications and sharing platforms like google drive, Email, Skype and social media.
  • Excellent written and verbal communication skills
  • Excellent organisational skills and a sound, methodological approach to financial management for M&E
  • Experience in working with other administrative and financial systems
  • Excellent problem-solving skills and ability to make sound operational decisions
  • Strong team player who is self-driven and able to balance work under own initiative and that of team mates
  • Excellent interaction and interpersonal skills
  • Willingness to travel to project areas as required for monitoring visits
  • Willing to work in rural area project settings.
  • Highly adaptable to rural area project settings.
  • A strong personal commitment to the values of Restless Development
  • Able to work under pressure environments on some occasions
  • Experience in training others in monitoring and evaluation tools and techniques
  • Experience with relevant software packages such as Epi Info, Excel and SPSS
  • Experience of supporting youth volunteering programmes
  • Experience in monitoring and evaluating governance and accountability, civic education programs
  • The individual must be results oriented, highly self-motivated, have demonstrated analytical skills and be comfortable with a rapidly changing environment.
