Job Title: Datafax Unit Manager

The Infectious Diseases Institute (IDI) at Makerere University College of Health Sciences has the mandate to strengthen health systems in Africa, with a strong emphasised infectious diseases; through research and capacity development. The goal of the research programme at the institute is to produce outstanding, internationally-recognized scholarship in Infectious Diseases that influences global policy and practice, with emphasis on Africa. The datafax unit, within the research programme, enables the optimal management of research related data at the institute.

Job Summary: The IDI Datafax Unit Manager (DUM) will be responsible for the oversight of the data management operations for clinical trials and other research projects.

  • Supervise a team of data management personnel within the DataFax operation, including hiring and training of new staff, and direct line-management;
  • Develop departmental standards and documentation, such as job descriptions, departmental training records, roles/responsibilities and staffing assignments, and performance review procedures;
  • Communicate closely with to HOD- Research regarding departmental staffing, operations and equipment needs;
  • Develop and manage budgets for all departmental projects/contracts and ensure optimal cost recovery for alt ongoing projects.
  • Develop and review data management department and study-specific documentation, such as: forms templates, Data Management Plans, Standard Operating Procedures (SOPs) and Work Practice Guidelines (WPGs);
  • Establish departmental procedures and documentation for software system and study database validation/testing;
  • Develop quality assurance systems and documentation that will ensure accurate, timely, consistent, and highest quality data;
  • Monitor, assess, and supervise Data Managers assigned to specific projects/studies, including reviewing/overseeing all components of the data management process: CRF development, database setup, ongoing quality control systems; periodic quality assurance tasks, data exports, edit check programming, medical coding and study-specific reporting.
  • Oversee s all aspects of access control, permissions, user privileges to the DataFax server;
  • Carries out periodic maintenance tasks as specified by N1H IT support team;
  • Communicates closely with NIH IT support team to ensure the ongoing operational efficiency of the DataFax system.
  • Support strategic planning for IDI Research Department operations
  • Maintain close communication with the HOD- Research and other key personnel.
  • Communication with and development of current and potential Sponsor and Funder relationships.
  • Identify and solve problems independently.
  • Quickly resolve complex issues to successful outcomes with no or minimal supervision.
  • Review research protocols in order to oversee departmental team in the design of case report forms, source documentation, and data entry screens.
  • Ensure that Good Clinical Practice guidelines are followed where applicable
  • Ensure that all 21 CFR part 11 guidelines are followed where applicable.
  • Performs any other reasonable duties as may be assigned from time to time.

Qualifications, Skills and Experience:

  • The applicant should preferably hold a Bachelor’s Degree in Statistics, Computer Science or related field is required Master’s Degree in Biostatistics/Epidemiology/Public Health is an advantage
  • A minimum of five or more years’ progressive experience in clinical research data management (including programming skills)
  • 1 -2 years Project Management experience 1-2 years staff supervisory experience
  • Relational database management knowledge, preferably SQL Server, ACCESS and Oracle
  • Strong computer programming experience (SAS, C-based, or other)
  • This individual must possess the ability to manage projects, set realistic priorities and plan for the successful implementation of activities.
  • The position would ideally suit a confident individual with excellent clinical research, Information Technology, project management, and supervisory skills who has the ability to work with a range of health and technical professionals in a highly active environment.
  • S/he should be able to work well with others in a team approach.
  • Good working knowledge of computer programs normally used for data capture, retrieval and analysis, such as SAS, STATA, or DataFax
  • Strong computer skills, including: word processing, spread sheets, and presentation packages and email/internet fluency UNIX or LINUX experience is an advantage
  • Comprehensive knowledge of data management practices’, clinical trial processes and data quality management.
  • Thorough knowledge of ICH Guidelines and GCP including international regulatory requirements for the conduct of clinical research, especially as related to data handling and processing
  • Ability to develop project budgets
  • Strong verbal and written communication skills.
  • Detail oriented with strong organizational skis
  • Good working knowledge of HIV/AIDS or other infectious diseases is an advantage.
