Job Title:Coordinator /Team Leader
The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than twenty five countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.
DRC is a rights-based Organization and a member of the Humanitarian Accountability Partnership (HAP). DRC adopts a community-based approach, where beneficiaries and local authorities are included in the prioritizing, planning and implementation of activities as an important measure of rehabilitation and capacity building.
Job Summary:
The DRC Coordinator /Team Leader will take lead of the Refugee Assistance program in Adjumani, Uganda. The jobholder must possess practical experience in managing field based muli-sectoral refugee assistance projects, both in emergency and durable solutions context.
The Coordinator/ Team Leader represents the Danish Refugee Council in Adjumani and has the direct responsibility for the management, implementation and continued development of the DRC outputs and activities. Additionally, the Coordinator/ Team Leader has financial and administrative responsibility for the project and is also responsible for the planning and implementation of adequate security precautions within the programme area to ensure the safety of all staff and assets. The Coordinator/ Team Leader refers to the Program Manager West Nile in general policy matters, strategy development, external relations, administrative guidelines and personnel regulation.
Key Duties and Responsibilities:
1. Project Management:
- Supervise effective, efficient and timely implementation of all projects according to agreed contracts, budgets, policies and in accordance with specific donor requirements;
- Prepare project work plans in accordance with annual planning and funding cycles;
- Ensure that relevant beneficiary data is collected, compiled, analysed and distributed and that relevant assessments are conducted in the project area;
- Offer regular internal and external reports, and other relevant information on programme activities, policy matters and external relations, based on agreed formats and schedules;
- Provide input for the continued development of a sustainable strategy for DRC’s multi-sectoral assistance in Adjumani.
2. Administration and Personnel Management:
- Supervise budgeting and project expenditures, and prepare financial reports with assistance from the Grant- and Finance Managers;
- Manage and mentor project human resources in the field and at offices, and co-manage shared human resources with other programme. This includes further development of staff job descriptions, their training and monitoring, and recruitment;
- Implement and monitor, and where necessary revise implementation of DRC administrative guidelines and -policies, safety– and security procedures, logistics support and other tasks associated with efficient day-to-day running of the operations;
- Be responsible for organisational development for the project, including staff assessments.
3. External Relations:
- Build, grow and maintain close relations with all relevant stakeholders including the donor and UN agencies, officials of the Office of the Prime Minister, district- and sub-county authorities, other donor representatives, INGOs, NGOs and CBOs;
- Work closely with the Programme Manager, ensure correct and timely narrative and financial reporting to donor(s);
- Work in consultation with the Programme Manager, identify opportunities for new projects;
- Plan and develop concept papers, budgets and project proposals;
- Ensure effective coordination and visibility to the implementation of the projects with all humanitarian and development actors and relevant stakeholders.
Qualifications, Skills and Experience:
- The applicant should possess a Bachelor’s degree in Development studies, engineering, environment studies, or related subject;
- A minimum of five or more years’ experience of doing similar work in an NGO of which at least 3 years with an International Organisation;
- Comprehensive knowledge and experience of refugee assistance program with experience of coordinating shelter/infrastructure, WASH and emergency livelihooods,
- Demonstrated report writing skills, staff, and financial management;
- Ideally, you should also have experience of working with projects funded by bilateral and multilateral Donors.
- Past exposure and experience of working with United Nations funded projects is desirable.
- Additionally, a positive attitude with ability to work in a multicultural working environment is desirable.
