Job Title: Community Development Facilitator

Founded 75 years ago, Plan International is one of the oldest and largest children’s development organizations in the world. Job Summary: The Community Development Facilitator will primarily facilitate child centred community development; working with children, their families and communities in identifying and managing their own development processes. The incumbent will facilitate capacity enhancement for children, communities and partners advocate for their rights and mobilize local resources to support their community development

Key Duties and Responsibilities:

1. Program/Project Implementation:

  • Facilitate the children, youth and other marginalized segments of community to identify their ownproblems, and development priorities in line with the PRA guidelines.
  • Build the capacity of each Parish to manage their own inclusive planning process and have aCommunity Development Plan as well as ownership of the programs and projects.
  • Disseminate the program objectives and approaches defined within the PULTP amongcommunities and other stakeholders while protecting Plans image

2. Sponsorship:

  • Offer leadership and direct supervision of community-managed sponsorship operations
  • Coordinate and facilitate a team of community mobilizers to produce sponsorship communications in a timely manner and review sponsorship communications for quality and submit to the PUM
  • Coordinate caseload management with the community mobilizers and the PUM
  • Facilitate a highly participatory process in the production of Area Updates and Area Overviews
  • Ensure all sponsor visits are well managed
  • Ensure that Plan’s Child Protection policy and principles are adhered to by all associates
  • Act as the first point of contact for unannounced visits in the areas of operation
  • Visit each sponsored child at least once a year and complete a home visit report.

3. Empowerment and Sustainability:

  • Maintain a welcoming and engaging Community Resource Centre within area of operation
  • Through immersion and building relationships create relationships based on trust and mutual respect with the children and their families and community.
  • Be aware of power relationships and identify most vulnerable and marginalized through social mapping and wealth ranking
  • Actively facilitate the inclusion of marginalized groups into the community development process
  • Identify and build relationships with community leaders, groups and other typically marginalized groups
  • Establish an inventory of civil society/ community groups and organizations in the area.

4. Community Managed Projects (CMPs):

  • Facilitate partner parishes in implementing CMPs
  • Become core TOTs to other CDFs.
  • Actively facilitate the communities to identify training needs.
  • Support in the development of training modules and facilitate training for community members
  • Support the development of a Community Based Monitoring and Evaluations System (CBM&E

Qualifications, Skills and Experience:

  • The applicant should hold a good Bachelor’s Degree in social science, development studies or any other related technical field.
  • Two or more years’ experience in facilitating the implementation and monitoring of community managed projects and familiarity with children’s issues in particular.
  • Past exposure and experience in use of participatory approaches to programming and use of Rights based approach to programming
  • Basic knowledge of monitoring and evaluation of projects
  • Prior experience in the design, implementation, and monitoring of community development projects
  • Computer literacy skills
  • Good working knowledge and experience in child centered community development
  • Knowledge of basic laws and policies related to children
  • Past exposure and experience in networking with NGOs, local government partners, and local community-based organizations.
