Job Title: Technical Officer/Blood Transfusion Safety

The World Health Organisation (WHO) is the directing and coordinating authority for health within the United Nations system.  WHO is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.

Project Objectives:
To strengthen the capacity of the Ministry of Health in supporting the development of national blood transfusion services and improves the availability, safety and accessibility of blood and blood products in Uganda.
The programme aims to achieve this by providing technical support to the Ministry of Health of Uganda, Uganda Blood Transfusion Services (UBTS) and hospitals, and other partners to improve delivery of safe blood transfusion by building strong coordination and management capacity for an efficient national blood transfusion system; sustained increase of blood collected from voluntary non-remunerated blood donors, reduction of the risk of transfusion-transmitted infection (TTI) and transfusion-related adverse reactions through high quality techniques of testing for all donated blood establishment of quality management systems; reduction in unnecessary transfusions through rational clinical use of blood and blood products and strengthening the managerial and monitoring and evaluation capacity of the UBTS.
Job Summary: The Technical Officer will technically support on blood safety to various WHO programmes involved on different aspects of blood safety:
Key Duties and Responsibilities:
  • Technically support the development of nationally coordinated, well-managed blood transfusion services with sustainable financial arrangement;
  • Actively promote voluntary non-remunerated donation and strengthen blood donor selection, screening, recruitment and retention. Work with stakeholders;
  • Strengthen testing and processing of blood units using standard operating procedures and quality assurance systems;
  • Offer technical support in the implementation of quality management program, including monitoring and evaluation in the blood transfusion services;
  • Proactively facilitates the implementation of Blood Establishment Computer System;
  • Implement activities for the development of guidelines for appropriate use of blood , haemovigilance and blood stock management in the hospitals and improvement of hospital blood transfusion committees;
  • Coordinate training and capacity-building activities for UBTS and hospital staff.
  • Monitor the overall project implementation and prepare periodic country progress reports on the status of implementation of the project.
  • Perform any other duties assigned by the WHO Representative.
Qualifications, Skills and Experience:
  • The ideal United Nations WHO applicant should hold a University degree in Medicine or related Health Science and Master’s Degree in Transfusion Medicine, Transfusion Science, Haematology, Pathology, Laboratory or Immunology.
  • Possession of a Degree or diploma or training in public health and epidemiology is highly desirable.
  • A minimum of seven years’ experience combined at the national and international levels in the organization and management of blood transfusion systems, out of which at least three years’ experience in developing country(ies).
  • Past exposure and experience in WHO strategies and goals in the area of blood transfusion safety
  • Excellent knowledge of transfusion medicine and science and clinical medicine;
  • Detailed understanding and knowledge of public health;
  • Demonstrated ability to establish and maintain effective working relationships with international and national staff at all levels
  • Ability to assess blood transfusion systems, plan. coordinate and monitor, advise, cooperate and negotiate with Member States, blood transfusion organizations and associated funding agencies ;
  • Ability to work independently and harmoniously as an effective member of team(s), adapt to diverse cultural backgrounds and maintain a high standard of personal conduct;
  • Highly developed interpersonal and communication skills and the ability to communicate effectively with the government and partner agencies;
  • Ability to write concise report;
  • Computer literacy skills i.e. Proficiency in MS office including data analysis and presentation
Languages: Excellent knowledge of English and working knowledge of French.  .
