Job Title: Project Assistant- Integrated Border Management

The International Organization for Migration (IOM), established in 1951, is the leading international intergovernmental organization dealing with migration.  Its objective is to ensure the orderly migration of persons in need of migration assistance throughout the world.

IOM Uganda has been registered and operational since 1988, when the field mission was established. Throughout the past 20 years, IOM Uganda has processed movements and facilitated information gathering and support towards refugees, internally displaced persons, demobilized child soldiers, trafficked women and other migrants and their specific needs, both on individual and large scale population movement. In addition to operational matters and research, IOM has an important role in enhancing and building national capacity in migration management.
Job Summary: The IOM Project Assistant will support the Government of Uganda (GoU) in strengthening the persistent security and border management challenges in the region. The incumbent IOM will mainly strengthen its current border management systems through a variety of technological, training and coordination activities.
In appreciation of the interrelation of security threats such as terrorism, smuggling of migrants as well as, trafficking in goods and persons, IOM is implementing the ‘Strengthening Border Management in Uganda’ programme utilizing an integrated border management (IBM) approach. This approach aims to strengthen the capacity of the GoU to police and manage its border more effectively through creating an informed and coordinated decision making platform for border management and by improving infrastructure, equipment and IT systems. Specialized border management technology will be strengthened at select border points and departmental headquarters. The project will also provide a comprehensive training (and ToT) regime to build internal capacity in a number of crucial areas.
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the project manager in Uganda and in close collaboration with regional technical specialists and Immigration, Border Management (IBM) Division at headquarters, the successful candidate will assist in the implementation of the project “Strengthening Border Management in Uganda”, including administrative oversight of the project
Key Duties and Responsibilities:
  • Conduct administrative tasks and provide logistic secretarial support to the implementation of the project’s activities in a timely manner;
  • Make all necessary administrative arrangements for conducting workshops, training sessions, roundtables and meetings;
  • Draft correspondence and ensure follow-up;
  • Assist the project manager in the recruitment of consultants;
  • Support the project manager in coordinating the work of consultants and IOM staff to ensure that the project goals and objectives are reached;
  • Provide programming support in the monitoring and implementation of activities and take follow-up actions (consultants, logistic support, admin/finance, etc.)’
  • In consultation with the project manager, contribute to the preparation of interim and final reports (technical and administrative/ financial) and other reports on project activities by providing information, preparing tables and drafting selected sections;
  • Perform any other duty within the incumbent’s capabilities as may be assigned by the Chief of Mission.
Qualifications, Skills and Experience:
  • The Project Assistant must have completed an advanced university degree from an accredited academic institution in a relevant field of study;
  • At least two years’ relevant experience working on IBM issues in general.
  • Past experience working with governments on the issue will be a distinct advantage;
  • Excellent English language skills;
  • High commitment to quality and high attention to detail;
  • Possess the ability to liaise effectively with stakeholders;
  • Past exposure and experience working for IOM an asset;
  • Past experience working in East Africa also an asset
