Uganda Youth Development Link (UYDEL) is implementing an Urban Slum Empowerment Project called “Partnership for Empowerment of Vulnerable Girls and Women in Urban Slums of Kampala City.”
About Project:
Uganda Youth Development Link (UYDEL) in partnership with Plan Uganda has received funding from Comic Relief to implement a three-year project –Partnership for Empowerment of Vulnerable Women & Girls in the Urban Slums of Kampala City.
The project aims at:
- Supporting vulnerable girls/young women aged 13-24years affected by sexual exploitation gain sustainable alternative Livelihoods;
- Increased access to HIV/ Sexual Reproductive Health and Rights (SRHR) information, services and support;
- Increasing access to integrated early childhood care and development among children of the vulnerable girls and women in the urban slums.
- Building the Capacity of 3 other CSOs and NGOs to advocate for the rights and equal opportunities of vulnerable women and girls and their children in the slums of Kampala City
- Building the capacity of Duty bearers (including local leaders, district/ division officials, police, parents, pimps/ traffickers, employers and judiciary among others) to prevent and protect children and young people from abuse and exploitation in Kampala City Slums
Job Summary: The Monitoring and Evaluation Officer will be offering both technical and managerial support to the project. Specifically, the incumbent will provide leadership to ensure effective coordination of partnerships and collaborations, timely and effective work planning and budget management and reporting according to the grant agreement/donor requirements and UYDEL’s policies.
Key Duties and Responsibilities:
- Coordinates implementation of monitoring, evaluation & learning initiatives for the Project implemented in Kampala district including, development of Projects indicators, monitoring frameworks, tools and guidelines;
- Steer the development and design of all researches within the projects working closely with the Executive Director, Deputy Director/ Prog. Coordinator and technical specialists’ team from Plan Uganda.
- Assist Training and Development activities and provides coaching and mentoring for UYDEL and partner staff on monitoring, evaluation & research;\
- Actively facilitates organisational learning by developing, collecting and disseminating relevant internal and external project information on monitoring, evaluation & research;
- Prepares M&E quarterly progress reports on the Projects’ monitoring, evaluation & research initiatives for internal and external use;
- Works closely with partner staff at UYDEL and Plan Uganda to manage project data base;
- Perform any other relevant job tasks and duties as required by protocol.
Qualifications, Skills and Experience:
- The applicant should possess a bachelor’s degree or its equivalent in Population and Demography, Statistics, Development, Social Sciences or any other relevant field;
- Possess an additional Post graduate training in M&E or project planning and management would be an added advantage
- At least three years’ experience in design and implementation of monitoring, evaluation and research initiatives for integrated HIV/SRHR and livelihood programs for vulnerable populations, especially the most-at-risk populations for HIV/AIDS such as Commercial Sex Workers and their children
- Extensive working knowledge of environment and current effective practice on monitoring, evaluation and research approaches;
- Monitoring and evaluation of rights-based programmes including use of participatory approaches, case studies and rights-based programming;
- Possess excellent computer literacy skills in Excel, Epi Info/ data, MS Access, SPSS and other statistical packages
- Excellent communication skills, both in written English and in face-to-face presentations
- Excellent communication skills in Luganda
- Excellent skills in report writing and project documentation; and
- Prior experience in using data management systems;
