Job Title: Asset Management Officer

The Northern Umbrella of Water and Sanitation (nUws) is a support structure developed for Operation and Maintenance (O&M) support of Rural Growth Centres and small towns piped water supply and sanitation schemes. The overall objective of the organization is to ensure that completed piped waters supply systems pull ideas and resources together for the achievement of sustainable operation and maintenance in the Northern and West Nile Region.

At the same time under the ACP-EU Water Facility, Vitens Evides International (VEI) has partnered with Ministry of Water and Environment (WSDF-N), Northern Umbrella of Water and Sanitation, National Water and Sewerage Corporation, Association of Private Water Operators, GIZ and the 10 beneficially towns to implement a project on “Water Asset Management for small towns in Uganda with special focus on Post-Conflict Northern Region “.

Job Summary: The Asset Management Officer will be responsible for Water Assets Management and Technical Assignments to ensure Sustainable functionality of water supply and sanitation infrastructure in member schemes. The job involves coordinating with Water and Sanitation Development Facility- North in data collection, decimation and management.

Key Duties and Responsibilities:

  • In charge of the collection and update of data, verification and population of the databases (CUPSS and GIS and Access), analysis and dissemination of information and preparation of reports to all stakeholders (Northern Umbrella, Water Boards, WSDF-N/Ministry) for decision making in management of piped water supply systems under nUws.
  • Preparation of documents for various water and sanitation systems (Asset Registers, GIS Maps, Engineering designs, Maintenance Schedules, System operational manuals etc.)
  • Render technical advice and support water supply schemes to generate both short term and long term investment plans ( System expansion, connections, replacements, procurement of spares and scheduled repairs and maintenance schedules)
  • Design and supervision of construction works and conduct trainings in O&M for member schemes.
  • Receive and analyze asset information, technical and financial reports from WSSBs and compile quarterly performance reports for member schemes.
  • Train and advise WSSBs and Operators in Various technical Aspects in O& M including update and use of Asset Registers and GIS maps in Decision making for schemes.
  • Monitor and evaluate performance of schemes with key emphasis on the use of asset registers and GIS maps and support the preparation of annual performance reports with key recommendations for improvement.
  • Perform any other duties as may be assigned from time to time by the Manager.

Qualifications, Skills and Experience:

  • The candidate should hold a good Bachelor’s Degree in Civil/Water/Environmental/Public Health Engineering
  • At least three years’ demonstrated field experience in water projects.
  • Working knowledge in Database Management and Monitoring and Evaluation will be of an added advantage.
