Government of Uganda through the Ministry of Internal Affairs is implementing the NSIS project. The project is crucial for the creation of a biometric National Identifi- cation Register in order to strengthen citizen identity management, national security and for the social economic development of the country. The main objective of the project is to create a reliable system for the identification of persons and issuance of secure identification cards for citizens and other residents. The NSIS project has 14,662 vacancies to be filled.
The Ministry of Internal Affairs would like to fill these vacancies on contract terms from four (4) to Sixteen (16) months to support the project team. Applications are invited from eligible Ugandan Nationals ONLY for the mentioned vacant positions in the NSIS project.
For posts 1 – 11, applications should be addressed to the Permanent Secretary, Ministry of Internal Affairs, P O Box 7191, Kampala; and hand delivered to the NSIS project Offices at Kololo Ceremonial Grounds. For post 12, applications should be addressed and hand delivered to the respective Electoral Commission District Registrars.

The positions and the required qualifications/competencies are indicated below: NATIONAL SECURITY INFORMATION SYSTEM (NSIS) PROJECT 1. Post: Approval and Citizenship Verification Officer (300 vacancies)
Age limit: Not more than 35years
Reports to: Data Centre Shift Supervisor
Qualifications
• Honours Bachelor’s degree in Social Sciences, Law or any other related discipline
. • Computer Literacy is a must.
• Prior experience in registering people for National programmes.
Duties
• Verifying citizenship of applicants • Checking and ensuring the correctness of data captured
• Authenticating and Authorizing the right data for production

2. Post: System Administrator (01 Vacancy)
Age limit: Not more than 35 years
Reports to: Assistant Manager, Technology Qualifications
• Honours Bachelor’s degree in Computer Science, Information Technology, Computer Engineering or Information Systems Management.
• Networking certifications, such as CompTIA’s Network+, Cisco’s CCNA, and Microsoft’s MCTS: Server 2008 Network Infrastructure Confi guration e.t.c. is an advantage. • 3 years of relevant working experience.
Duties
• Effective provision, installation/ configuration, operation, and maintenance of the Data Centre systems hardware, software and related infrastructure
• Creating, changing, and deleting user accounts per request.
• Developing and maintaining installation and confi guration procedures.
• Contributing to and maintaining system standards for the Data Centre.
• Performing daily Data Centre systems monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes,
• Reviewing system, application logs, and verifying completion of scheduled jobs such as backups of database and critical files.
• Troubleshooting faults in the Data Centre systems and subsystems.

3. Post: Hotline/ Information Client (02 vacancies)
Age limit: Not more than 30 years
Reports to: Assistant Manager, Communications Qualifications
• Minimum of a Diploma in Mass communication/Public Relations.
• Computer literacy is a must.
• Prior experience in customer care and public relations from a reputable organisation.
Duties
• Responding to public inquiries
. • Receiving in coming calls and forwarding them to the relevant persons.
• Logging in visitors and clients adhering to proper procedure for handling visitors on the premises.
• Receiving and recording incoming mails and packages for distribution to the relevant departments.

4. Post: Manual Image Enhancement Operator (70 Vacancies)

Qualifications

• A minimum of 2 years relevant experience
• Computer Literacy is a must.
Duties
• Ensuring images conform to the required standards.

5. Post: Quality Assurance Operator (40 Vacancies)

• At least 2 years relevant work experience.

• Carrying out quality assurance checks on approved applications and data.
• Setting the status of the product to “good’’/ or “reject” in consultation with the supervisor
. • Matching the visual personalization, quality of letter printing.
• Handling of the Warehouse Software.
• Analysing failures of these processes and looks for improvement with the Production Manager.
• Handling the documents over the Warehouse Software.
• Coordinating the document handling with the Warehouse Manager.
6. Post: Manual Identification Operator (150 Vacancies)

Reports to: Shift Supervisor
Qualifications
• Minimum of a Diploma in Computer science, IT, or any other related discipline.
• Knowledge of automated fingerprint identification, fingerprint comparisons of inked prints.
• 3 years working experience in Biometrics or related field.
Duties
• Manual identification of applicants based on AFIS, FRS & Demographic Data.
• Supporting the processing of quarantined applications.
• Helping end-users answer queries and verify claims.

7. Post: Machine Operator (8 Vacancies)

Reports to: Shift Supervisor
Qualification
• Minimum of a Diploma in Mechanical or Electrical Engineering or any other related discipline.
• Computer literacy
• 2 years working experience in relevant field.
Duties
• Setting up and operating the SCP5600 according to the manufacturing and processing parameters.
• Responsible for the preparation, control and storage of the production and consumable materials.
• Tuning and improving the processes and machine parameters to maintain quality production.
• Documenting process parameters, failures and improvements.
8. Post: Service Engineer (03 Vacancies)

Qualification

• Repairing and servicing all the machinery and equipment in the production centre
• Preparing periodical technical reports on machinery and equipment.
• Ensuring that spare parts are in available stock.
• Ensuring proper functioning of machinery and equipment.
• Conducting safety checks on all the equipments.
• Maintaining an inventory of all machinery and equipment.

9. Post: Service Supervisor ( 01 Vacancies)

Qualifications
• Honours Bachelor’s Degree in Mechanical, Electrical or Industrial Engineering.
• Computer Literacy • 5 years working experience in relevant field.
Duties
• Responsible for planning, operation and control of the maintenance activities in accordance with the maintenance plan, machine and supplier manuals, production schedules and product or process set ups.
• Managing of services and processes that support the core activities of the project.
• Ensuring that agreed on work is completed satisfactorily.
• Ensuring all production machines and equipments are well maintained.
• Analysing risks, defects, failures, proposing / implementing corrective actions.
• Documenting failures, corrective actions, performance of suppliers, setups and down times.
• Providing appropriate information to facilitate purchase or replacement of machines and equipments.
• Responsible for the training of maintenance operators for all equipment used in the personalisation area.
• Working with other relevant personnel to improve production facilities.

10. Post: Assistant Regional Information Technology Officer (10 Vacancies)

Qualifications
• Honours bachelor’s degree in Computer Science, Information Technology, Computer Engineering OR Information System Management.
• Sound knowledge of Microsoft operating systems and Office Applications.
• At least 2 years working experience in Database Administration especially in Microsoft SQL Server, Oracle Database.
Duties
• Ensuring data integrity, quality control and approval of captured and uploaded data.
• Ensuring that storage, archiving, back-up and recovery procedures are functioning effectively.
• Controlling access permissions and privileges.
• Monitoring performance and managing parameters to provide fast query responses to front-end users.
• Communicating regularly with technical, applications and operational staff to ensure database security.
• Identifying IT training needs within the region.
• Advising, training and/or troubleshooting.

11. Post: District Information Technology Officer (117 Vacancies)

Qualifications
• Honours Bachelor’s degree in Computer Science, Information Technology, Computer engineering OR Information Systems Management

• 3 years’ working experience in the administration of LAN infrastructures
Duties
• Coordinating and managing IT to ensure efficient Data Center operations with minimum downtime.
• Designing and planning all IT operations at the Data Center.
• Setting up the Local Area Network
• Advising and/or troubleshooting IT problems.
• Organizing and coordinating IT training of the staff.
• Managing equipment allocation for the local office teams.
• Keeping the hardware and software inventory up-to-date and accurate.
• Ensuring that all technical documentation is kept up-to-date as per agreed standards.

12. Post: Enrolment Officer (13,960 Vacancies)
Age limit: Not more than 35 years
Reports to: Sub county supervisor, Electoral Commission
Qualifications
• Minimum of A-level (UACE) certifi cate with at least a principle pass.
• Knowledge in Computer Applications such as office and email.
Duties
Enrolling citizens by performing the following;
• Conducting preliminary citizenship verification of applicants.
• Retrieving. the required forms from the system.
• Entering individual’s data accurately in accordance with information filled in the application form.
• Re-checking the data in the system for a final review.
• Ensuring captured biometrics of individuals is accurate and of good quality.
• Making sure all records are saved.
• Guiding the applicant for complete individual registrations.
• Delivering registration records to subcounty Headquarters.
• Ensuring that Enrollment Kits are secure and are taken to sub-county Headquarters for charging and safe keeping.
• Answering citizens’ questions and refer those they cannot, to their supervisors
