The Government of Uganda is committed to promoting gender equality as evidenced in the Constitution and through being a signatory to regional and global instruments such as the Convention on the Elimination of Discrimination against Women (CEDAW) (1979), Beijing (1995), and the UN Declaration on Violence Against Women (1993). The first Uganda Gender Policy was adopted in 1997 in the course of the implementation of the Beijing Platform of Action. But some emerging socio economic development issues have been central to the revision of the Policy 10 years later, in 2007. These issues include among others, government’s emphasis on accelerating economic growth; poverty eradication; sector-wide approach to planning; effective service delivery through decentralization; privatization; public- private-partnership and civil service reforms. One of the four areas of focus of the Uganda Gender Policy is Gender and Macro Economics.
The objective of the consultancy:
• To develop gender policy to guide the work of the Ministry of Finance Planning and Economic Development.
• To develop gender performance indicators to provide a framework for evaluation for Ministry of Finance Planning and Economic Development.
Contract and remuneration:
An Individual Contract (IC) will be issued in accordance with UN Women rules and regulations. The consultant will work with an international consultant. Payment will be made on certification of deliverables.
It is estimated that a total of fifty (50) working days would be required by the Consultant to complete the exercise; Commencing on 06 January 2014, and ending no later than 21st April 2014.
