Straight Talk Foundation is a health and development communication NGO, targeting young people with programs aimed at strengthening access to sexual & reproductive health (SRH) information and service delivery in Uganda. The Main Offices are located at plot 4 Acacia Avenue Kololo. Straight Talk Foundation in partnership with World Education Inc /Bantwana Initiative seeks qualified persons to provide technical support for a US Department of Labor (USDOL) program for African Youth Empowerments and development Initiative in Uganda. The 4 year project targets vulnerable youth ages 15 to 18 and promotes education and vocational training and descent work opportunities to youth of appropriate age.

1. Monitoring and Evaluation (M&E) Coordinator – (2 Positions)
Job Purpose: The M&E coordinator will work with the M&E specialist to establish and implement of an effective and efficient system to monitor progress, impacts and successes of project activities and performance at all levels of the program.
Duty Station: Jinja and Gulu

Job requirements:
▪ Bachelor’s degree in statistics, social sciences or related field. Master degree is an added advantage;
â–ª Minimum of three years professional experience in an M&E position responsible for implementing M&E activities.
â–ª Experience designing and managing beneficiary monitoring and database systems;
â–ª Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans;
â–ª Experience developing and refining data collection tools;
â–ª Fluent English speaker with strong written and oral communications skills. Knowledge of additional local languages preferred;
â–ª Strong analytical and inter-personal skills;
â–ª Excellent reporting and presentation skills:

Key Job responsibilities
â–ª Support the M&E specialist to analyze proposals and work plan to identify the results framework, potential indicators, relevant and applicable baseline and routine data collection strategies and methodologies, and resources needed to successfully implement an M&E strategy;
â–ª Conduct field visits to design performance monitoring/management plans.
â–ª Provide on-going support to partners and other stakeholders as needed.
â–ª Update PMPs and draft project M&E reports;
â–ª Work closely with the project technical team to monitor program progress in terms of USDOL compliance requirement of results and indicators;
â–ª Conduct required data collection and analysis to support project routine quarterly reports to USDOL;
â–ª Designing and managing beneficiary monitoring tools and database systems;
â–ª Work with M&E specialist and external evaluation team to plan and manage baseline, and end of project surveys, including designing data collection tools, and ensuring data quality.
â–ª Ensure M&E information and resources are current, available for staff, and widely disseminated
â–ª Perform other duties as assigned by supervisor
â–ª Report to Monitoring and Evaluation Specialist

2. Community Based Officer – (2 Positions)
Job Purpose: Reporting to Education Specialist in Gulu and to Training and Development specialist in Jinja, the Community Based Officers will work to improve the capacity of youth structures in communities of Bugiri, Iganga, Lira and Gulu through promoting access to education and vocational training and descent work opportunities to youth of appropriate age.
Duty station: Jinja and Gulu

Job requirements:
â–ª Degree in; social work and social administration, Development Studies, Guidance and counseling, and related fields from a recognized institution
â–ª Experience in Child protection, psychosocial support and working with OVC and other vulnerable groups is needed especially youths.
â–ª Relevant experience in documentation, reporting and records management is a requirement.
â–ª Good interpersonal skills
â–ª Practical Knowledge of computer basic packages
â–ª Flexibility and willingness to adjust to changing responsibilities.
â–ª Ability to speak the local language is an added advantage
Key responsibilities
â–ª Manage community work projects and supervise activities assigned.
â–ª Ensure all records relating to work supervision are accurate and completed in accordance with organizational requirements.
â–ª Make short updates on area reports on the youths
â–ª Carrying out targeted follow up and monitoring of youths targeted groups
â–ª Conduct mapping of youths who will be part of the program
â–ª Any other duties assigned by the supervisor
