Job Title: Project Officer – Save Mothers Give Life (SMGL) – 2 Vacancies)

About USAID NU-HITES Project:
Plan Uganda was awarded a 5-year Cooperative Agreement under the Northern Uganda-Health Integration to Enhance Services (NU-HITES) project to provide technical assistance and capacity building support for Northern Uganda in Malaria, AIDS and Tuberculosis, integrate additional support in Maternal, Neonatal and Child Health (MNCH), Family Planning (FP) and nutrition; while prioritizing the strengthening of district-level health facilities. This project commenced in August 2012. In the course of Year two (2), the project secured additional funding from DFID to improve technical support to malaria activities and from the US Government together with other donors to strengthen referral networks maternal neonatal child activities in six districts in the region.
Key Duties and Responsibilities: 
  • Work closely with the district health teams to plan, implement and monitor SMGL activities on a quarterly basis
  • Actively coordinate support to target catchment areas around the health facilities to create community demand for Antenatal Care, facility deliveries, early postnatal care, new-born care, PMTCT and Family planning services.
  • Plan and coordinate trainings and on job mentorships for maternal and neonatal services for all SMGL focus districts.
  • Coordinate with districts to ensure implementation of guidelines and protocols for SMGL.
  • Offer technical support in the procurement and ensure accountability of project supplies in line with established guidelines and procedures.
  • Strengthen community support mechanisms by ensuring complete reporting and regular review meetings at parish and sub county levels.
  • Coordinate quarterly key stakeholder meetings for SMGL in each of the six focus districts.
  • Offer technical support to ensure timely data collection to facilitate decision making and quality improvement for maternal and new-born care.
  • Ensure timely submissions of periodic SMGL progress reports.
  • Develop relations with other partners to ensure coordinated implementation of MNH interventions and support services in the district.
Qualifications, Skills and Experience: 
  • The applicant should hold a Bachelor’s degree in Medicine and surgery. Qualifications in Public health are an added advantage
  • Past exposure and experience in Project Planning and Management and specifically in MCH programming;
  • Comprehensive knowledge and understanding and application of Maternal and New-born health is essential.
  • Good understanding of considerations surrounding management of Maternal and Child Health interventions as well as comprehensive HIV/AIDS programs in the health sector
  • Past exposure and experience and interest in operations research
  • Appreciation and knowledge of local language and culture
  • Good understanding and experience of health service delivery in a decentralized setting
