Job Title:Legal Counsel
The National Environment Management Authority (NEMA) was established under the National Environment Act Cap. 153 to coordinate, monitor, enforce and supervise all activities in the field of environment for purposes of ensuring sustainable development in Uganda
Job Summary: The NEMA Legal Counsel will primarily ensure integration of environmental concerns into the policy and law at all levels and to initiate legislative proposals standards and guidelines on the environment in accordance with statute.
Key Duties and Responsibilities:
- Responsible for interpreting the National Environment Act and other related laws and advising on legal and other disputes;
- Reviewing the existing sectoral laws in collaboration with other Institutions;
- Assisting in the development of district by-laws and ensuring that they are in conformity with the National Environment Act;
- Guide on compliance and enforcement of environmental laws and regulations in collaboration with other departments and Institutions;
- Providing technical support to districts in the enforcement of the environmental laws;
- Initiating legislation in the reform areas of multi sectoral concerns such as pollution management, wetlands management etc..;
- Developing regulations for implementation of the National Environment Act;
- Advising interested groups and district authorities on enforcement and awareness of environmental legislation;
- Guiding and assisting in the negotiation , drafting and implementation of treaties , agreements and conventions;
- Working closely with the Ministry of Justice and Constitution Affairs on the final drafting of legal instruments;
- Drafting initial regulations, statutory instruments, and other instruments for the
- Authority;
- Preparing Court documents and appearing before Courts of Law on behalf of the
- Authority;
- Perform any other relevant responsibilities as may be assigned by Management.
Qualifications, Skills and Experience:
- The applicant should be an enrolled advocate with a minimum of a Bachelor of Laws from a recognized University with a Postgraduate Diploma in Legal Practice.
- A minimum of five (5) years working experience in active Legal Practice preferably in a Law firm.
- High capacity to work with minimum supervision
- Excellent communication and interpersonal skills
- High ethics, integrity and confidentiality
- Good reporting skills
- Possess the ability to work under pressure and to make accurate and informed decisions.
- Excellent analytical and coordinating skills
- Ability to work independently and with strong organizational and planning skills.
- High level of confidentiality
