Job Title: Finance Manager
Joint Clinical Research Centre (JCRC) is a national Ugandan organization that was established in 1991 as a medical institution and HIV AIDS Centre of Excellence specializing in medical research, health care and training.
Job Summary:
The Finance Manager will mainly offer financial oversight and control service to JCRC. He/she provides an effective oversight of organizational and project finance management services, which follow JCRC’s policies and procedures, also plans and directs programs of the Finance function and provides sound financial advice to the Board, Executive Director and senior management. Upon the guidance of Finance Director and Executive Director the finance manager oversees particular financial management functions with the focus on accounting, budget control, and cash management functions.
Key Duties and Responsibilities:
- Coordinate implementation of revised financial policies, practices and procedures in order to ensure compliance;
- Make sure that prudent control of income and expenditures and conduct of general financial administration;
- Ensure timely preparation and submission of financial reports and billing to various stakeholders in accordance with specified formats;
- Ensure that all finance staff are fully utilizing the financial information management system for data entry, reporting and future analysis;
- Assist with the audits and timely closure of annual accounts.
- Offer technical support and guidance to JCRC personnel in regards to financial decision making processes; further build JCRC’s staff capacity in financial and donor management
- Manage and if needed prepare periodical financial management reports.
- Support the Finance Director in developing, implementing and monitoring long-term financial plans, goals and objectives focused on achieving the JCRC’s mission.
- Supervise staff within the finance function against appropriate performance standards and provide mechanisms for performance improvement.
Qualifications, Skills and Experience:
- The applicant should hold an advanced degree in Accounting or Business Administration/Management with a bias in Accounting and a member of professional accounting bodies (ACCA, CPA, CIMA, etc).
- A minimum of eight years’ progressively responsible and professional accounting experience, preferably in a non-governmental organization (NGO).
- Strong working experience in managing different donor funded projects (including USAID).
- Strong knowledge of NGO accounting principles and practices including financial statement preparation and methods of financial control and reporting; principles and practices of cost and fixed asset accounting; internal control and audit;
- Prior experience in budgeting and budget monitoring practices and methods is a must;
- Prior working experience in supporting organizational change processes through successful implementation of financial software changes;
- Significant experience in principles and practices in effective procurement and contract management areas;
- Past exposure and experience in being able to prepare, analyze and make sound recommendations on complex financial data and operations, being able to quickly evaluate investment options and make sound, prudent investment recommendations consistent with JCRC’s policy, and share the recommendations with the finance and non-finance staff and or stakeholders;
- Experience in managing and supervising a large number of staff with the strong focus and experience in capacity building;
- Proven ability to create and maintain successful working partnerships with donors, local government, and partners;
- Demonstrated ability to assess priorities and manage a variety of activities in a time-sensitive environment
- Steer a professional team to meet project objectives
- Ability to convey a strategic vision and model leadership qualities
- Possess strong interpersonal skills, and possess exceptional writing and presentation skills;
