Job Title: Senior Sanitation Expert / Component Manager

About GIZ:

The GIZ Reform of the Urban Water and Sanitation Sector Reform Programme (RUWASS) is looking for a long-term national Senior Sanitation Expert and Component Manager. Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise and part of the German Development Cooperation. The GIZ Reform of the Urban Water and Sanitation Sector Reform Programme (RUWASS) supports the Ministry of Water and Environment (MWE), KCCA, and other key actors in their efforts towards an improved and more equitable access to sustainable water supply and sanitation as well as improved water resources management.

 

In the area of sanitation, RUWASS supports its partners in the development of policies and national strategies, comprehensive urban sanitation planning (including data management), planning and implementation of public sanitation facilities, regulation of faecal sludge management and the development and implementation of business models for the private sector.

 

Key Duties and Responsibilities:

  • The successful candidate will be responsible for managing the RUWASS component on Sanitation in Urban Areas;
  • Carrying out project planning and developing project concepts including preparation, organisation and moderation of planning exercises, implementation of activities, management, monitoring, quality management, evaluation, communication and documentation;
  • Providing professional advise to a broad range of stakeholders, including national ministries, public institutions, private sector, civil society, on issues of urban sanitation and sewerage;
  • Developing strategies, technical concepts and guidelines;
  • Supervising staff in the component;
  • Identifying and managing external support incl. designing terms of reference, selection and supervision of third parties in the course of carrying out programme activities, including performance evaluation;
  • Overseeing and monitoring the component budget in consultation with Head of Programme;
  • Responsible for the Monitoring, evaluation and reporting in line with GIZ and partners requirements;
  • Implementing Gender und HIV/AIDS mainstreaming activities in the component;
  • In charge of Knowledge management;
  • Public relations and documentation, both in Uganda and in cooperation with GIZ Headquarters;
  • Perform any other duties and tasks at the request of management.

 

Qualifications, Skills and Experience:

  • The applicant should hold a Master’s degree or Doctorate in engineering/technical science (civil engineering, water/wastewater, and sanitation) or related field;
  • At least seven years of professional working experience in the Ugandan Water and Sanitation Sector or related field in a similar position;
  • Excellent working knowledge of the urban water and sanitation sector in Uganda, with a clear focus on sanitation and wastewater management;
  • Excellent track record in a managerial position, project and contract management;
  • Broad experience in working with national and local government and other public institutions as well as public and private service providers;
  • Past exposure and experience in working with GIS (Geographic Information System) is an advantage;
  • Experience in working with international development partners/donors/NGOs is an advantage.
  • Excellent reporting skills;
  • Excellent written and oral command of the English language;
  • Working knowledge of German language will be considered a great advantage;
  • Possess the ability to travel frequently within and outside Uganda;
  • Ability to effectively transfer skills and knowledge;
  • Willingness to upskill as required by the tasks to be performed;
  • Openness to share information and knowledge (“communicator”);
  • Team player in multi-cultural and inter-disciplinary team.
