Job Title: HIV Diagnostics Coordinator
The Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems in the developing world and expanding access to care and treatment for HIV/AIDS, malaria and other diseases. CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to life-saving technologies; and helping governments build the capacity required for high-quality care and treatment programs.
Since its establishment in 2002 by President William J. Clinton, CHAI has worked on the demand and supply sides of the market to help more than 2 million HIV+ people access the medicines needed for treatment—representing nearly half of all people on HIV treatment in developing countries. Building on this model, CHAI has expanded its scope to include efforts to strengthen healthcare delivery systems and to combat malaria and childhood illnesses.
Background:
In 2007, CHAI signed an MOU with the government of Uganda to provide technical assistance to the Ministry of Health and strengthen health systems. Since then, CHAI has worked hand-in-hand with the Ministry of Health to increase access to lifesaving pediatric HIV treatment by >400%; coordinate with private sector suppliers to lower costs and expand access to malaria drugs; pilot a point-of-care diagnostic technology, leading to scale up to >250 health facilities nationwide; introduce a new severe malaria drug which will save thousands of lives annually; and many other initiatives. Currently, CHAI Uganda works with the Ministry of Health around HIV, malaria, childhood illnesses, laboratory systems and drug logistics.
Job Summary: The HIV Diagnostics Coordinator will support the HIV Systems Team to achieve the overall goal of accelerating entry of HIV diagnostic devices to scale up access to early initiation onto treatment and access to treatment monitoring to advise on timely regimen switching. The work will involve working with the Ministry of Health to support evaluation, adoption, and uptake of new innovative diagnostic products for HIV/AIDS.
As new technologies become available, the HIV Diagnostics Coordinator will focus on advocating for their use with the Ministry of Health and other partners, and strengthening the capacity of the government to adopt them and scale them up. The position will also provide analysis to support global negotiations with diagnostics manufacturers, and the development of new procurement strategies such as instrument rental deals and split tenders to enable easier product switching and develop a market-shaping strategy for fostering competition in the global diagnostics market. In doing so, he/she will develop strong relationships with various teams within CHAI, as well as Ministries of Health, diagnostics manufacturers, and other external partners in other beneficiary countries. The position will also provide over-arching support for optimizing existing resources and on-going capacity building in molecular diagnostics
Key Duties and Responsibilities:
  • Technically support the Ministry of Health to implement and effectively scale up access to critical molecular tests including Viral Load and Early Infant Diagnosis
  • Support Ministry of Health to build capacity to perform technical evaluations to drive regulatory approvals and ensure that new technologies perform accurately, conduct operational pilots to demonstrate the cost effectiveness and impact of new products on patient outcomes, and assist with analysis and writing of evaluation reports
  • Assist Ministry of Health in the development of HIV testing policies and national implementation plans, and the creation of operational systems to support the wide-scale implementation of new HIV diagnostic products, such as training, quality assurance, and data management
  • Offer technical advice and guidance to the government in support of work streams related to HIV laboratory diagnostics
  • Serve as a key advisor to in-country and global partners on the adoption of new diagnostic products and their integration into existing lab networks
  • Design and implement monitoring and evaluation (M&E) systems to measure the impact of POC testing and assess progress against project goals
  • Develop and share deployment models and strategies for how to maximize the impact of new HIV diagnostic technologies
  • Work closely with CHAI country teams, governments, and partners to identify funding for increased investment in new HIV diagnostic products
  • Assist the Laboratory Services Team to manage global supplier relationships through product demand forecasting, market analysis, sharing of market intelligence, and supporting price negotiations
Qualifications, Skills and Experience:
  • The applicant must preferably hold a Bachelor’s degree plus two to five years’ experience or Master’s degree in Public health or a related field
  • Excellent written and verbal communication skills, including the ability to prepare and deliver compelling presentations
  • Excellent analytical, problem solving, and quantitative skills
  • Possess the ability to think strategically, handle ambiguity and work in a fast-paced, limited-structure, multicultural environment
  • Ability to learn on the job quickly
  • Detail-oriented with strong organization skills
  • Ability to handle multiple work streams simultaneously and work independently
  • Available for up to 75% travel
  • Computer literacy i.e. High level of proficiency in Microsoft Excel, PowerPoint and Word
  • Past experience working in HIV Diagnostics and Laboratories
  • Previous CHAI experience
  • Prior experience working with Governments/ Ministry of health in developing countries is an added advantage
  • Good knowledge and understanding of global health issues
  • The applicant must be highly motivated with exceptional credentials, with some analytical ability, and communication skills.
  • The person must be able to function independently and flexibly and have a strong commitment to excellence.
