Job Title: National Technical Assistants Economists (2 Vacancies)
The Belgian Development Agency, BTC and the Ministry of Health will soon start the implementation of the project “Institutional Support for the Private-Non-For Profit Health Sub-Sector (PNFP) to Promote Universal Health Coverage in Uganda”.
The objective of the project is to “Contribute to strengthen service delivery capacity at district level to effectively implement PHC activities and deliver the Uganda National Minimum Health Care Package (UNMHCP) to the target population”. The project is centred on the following principles:
- Coherence and alignment with the national Ugandan policies
- Strengthening of the partnership between MoH and PNFP in order to: Provide Public oriented quality service, strengthen functional integration of the health system and Increased financial accessibility for the poor
- Strategic options: Combined geographical concentration (for functional integration) and country-wide coverage (for partnership modalities) and, developing sustainable financial modalities for PNFP (Performance Based Financing – PBF).
Job Summary: The National Technical Assistant Economists will support the project manager and the ITA in performing particular duties, specifically the design and implementation of the RBF mechanisms in the field.
Key Duties and Responsibilities:
- Technically support DHMT and DHO office in their work related to the RBF implementation
- Ensure that DHMT perform adequately the support and control of PNFP business plans, yearly financial reports, and health services production reports.
- Technically support DHMT and PNFP in costing exercises
Qualifications, Skills and Experience:
- The applicants should possess Master’s Degree in Health Economics/Public Health/ equivalent
- A minimum of seven years’ experience in the field of Health Economics/Public Health.
- Past exposure and experience in implementation of PBF or RBF mechanisms.
- Prior experience in the design, implementation, M&E of business plan in health facilities
- Possess the capacity to work in a multidisciplinary and multicultural environment
- Excellent interpersonal skills, including team management
- Good capacity to reflect and conceptualize from practice (including capacity to perform action research and theory-driven enquiry)
- Computer literacy skills i.e. working knowledge of office software (Word, Excel, PowerPoint, Database software…).
