Jobs – Access to Justice Support Officer at Avocats Sans Frontières (ASF)

Avocats Sans Frontières (ASF) is an independent non-governmental organisation.  Its mission is to independently contribute to the creation of fair and equitable societies through the promotion of access to justice, in which the law and its institutions serve society’s most vulnerable groups.

The organisation aims to realise this objective through field interventions in the field of law in general, and in the area of legal and judicial assistance in particular. ASF has its headquarters in Brussels and currently implements long-term projects in Burundi, the Democratic Republic of Congo, Uganda and Nepal, Tunisia, Chad, Tanzania. Context: ASF has a young and evolving mission in Uganda.

Through a careful analysis of the needs in the field and a strategic and coordinated approach to the implementation of its programming, Avocats Sans Frontières has gradually been establishing itself as an important actor in the protection of the rights of the most vulnerable. ASF implements programs that combine legal awareness raising with the opportunity to access free legal aid and judicial assistance, in partnership with local actors such as the Uganda Law Society. Since 2011 ASF has a leading position on transitional and international justice, and focuses on the protection of human rights defenders.

 Job Summary: The Access to Justice Support Officer is in charge of implementing access to justice projects’ activities and assisting the Access to Justice Program Coordinator, ensuring the proper monitoring and evaluation and implementation of access to justice projects activities in capacity building, using human rights based approach when considering the strategy for ASF’s interventions on access to justice.

 Key Duties & Responsibilities:

1. Capacity Building Projects’ Activities:

  • Actively contribute to the development of the ASF’s capacity building strategy in Uganda
  • Prepare, implement, follow-up and evaluate trainings and capacity building activities

2. Monitoring & Evaluation (M&E):

  • Data collection
  • Monitor the quality of ASF’s projects

3. Advocacy, Sensitization and Strategic Litigation: Assist in the development and implementation of strategic litigation cases, advocacy strategies and sensitization strategies

4. Project implementation:

  • Ensure the proper implementation of projects
  • Plan and coordinate logistics and financial needs related to the implementation of projects’ activities
  • Assist in program planning

5. Reporting:  Prepare activity reports, meeting reports, under the supervision of the Coordinator

6. Research:  Stay updated on developments in domestic and international law relating to ASF’s thematic areas of intervention as well as of the general judicial context of the country and assist in legal researches

7. Other: – Perform any other tasks required by the Mission.

 Qualifications, Skills and Experience:

  • The applicant should hold an LLB and an LLM (or other graduate degree) in human rights law, project management and/or related field;
  • Good grasp of international human rights instruments and principles;
  • A minimum of three (3) years of professional experience in project management;
  • Sound professional experience in the legal field (familiarity with procedures);
  • Good organizational capacities;
  • Proficiency in computer programs (Word, Excel, Access, etc.);
  • Ability to work under pressure and respect deadlines;
  • Ability to work in team;
  • Dynamic, reliable, with good negotiation skills;
  • The ability to analyze complex legal, human rights issues is a strong asset;
  • Good working knowledge of relevant government institutions governing this area is an asset.

 Contract Terms: One-year contract (renewable) starting on December 10th, 2013.
