Job Title: Property Control and Inventory Assistant (2 Career Opportunities)

The Regional Service Centre Steering Committee is the decision-making body for RSCE, in compliance with General Assembly resolutions, United Nations Secretariat rules and regulations, strategic guidance from United Nations Headquarters and oversight bodies. The Steering Committee consults with the Global Field Support Strategy Implementation Coordination Team, as required.

The Regional Service Centre, as approved by the Member States, is owned, managed and staffed by the regional missions it serves. This framework reinforces the existing missions’ chain of command structures and lines of authority in a manner that does not create an additional layer between Headquarters and the regional missions. It also ensures that staffing for RSCE will be achieved through the redeployment of resources from the regional missions it serves.

Key Duties and Responsibilities: Within delegated authority, the Property Control and Inventory Unit (PCIU) Assistant is responsible for the following duties:

  1. Carry out Physical Verification of United Nations Owned Equipment.
  2. Support Property Inventory Activities:
  • Execute the P&E and Inventory verification program within a particular geographical area of the mission in accordance with the six month work programme;
  • Works closely with other Departments/Sections to facilitate implementation of the verification program and to advocate UN policy and procedures;
  • Conducts physical inspection of UN owned property held in the mission and verifies whether accurate accountability of P&E issued to end-users is being maintained;
  • Reviews compilation of inventory discrepancies, prepares discrepancy reports, advises relevant Self Accounting Units and monitors the associated reconciliation process;
  • Maintains and updates information collected during physical inspection in Galileo;
  • Monitors and verifies accuracy of inventory data captured in Galileo;
  • Performs other duties as tasked by PCIU Supervisor and Chief PCIU
  • Assist the R&I and Property Disposal Unit operations. Assist Property Board Of Survey
  • Support Property management Stakeholders in reconciling Inventory Discrepancies on a monthly basis.
  • Support SAU in verification of bin location and locations.
  • Assist in the verification of real estate asset in the mission.

Qualifications, Skills and Experience:

  • The ideal candidate for the aforementioned United Nations job must have completed a High School Diploma plus certification in Business Administration, Information Technology, Statistics or other relevant field.
  • Four or more years of progressively responsible experience in the field of finance, accounting, logistics, audit, and administrative services or in other related fields is desirable.
  • Previous working experience in data analysis and data base management highly desirable.

Languages: Fluency in written and spoken English; knowledge of French is an asset.

Personal Competencies:

Professionalism: A comprehensive grasp of inventory accounting practices, data base management and Enterprise Reporting System. Ability to define and analyze trends in the Property Management area, operate project management software and develop reports and complex text documents. Ability to maintain focus and accuracy for sustained periods.

Judgment and Decision-making: Sound judgment in applying technical expertise to resolve a range of issues/problems in the assigned duty area.

Client Orientation – strong negotiating skills and ability to influence others to reach agreement.

Communication – Proven communication (verbal and written) skills, including ability to prepare a range of reports and communications.

Technological Awareness: High Expertise in Information Technology and its application to business practices and procedures, relevant to property management and distribution control and inventory. Excellent knowledge of methodologies for database management and analysis is essential

Planning and organization: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Technological Awareness – Excellent computer skills, including ability to operate database applications, spreadsheets and other relevant IT tools. Willingness to learn new skills.

Teamwork – Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.
