About Project:

Child Fund Uganda has won an award on the Deinstitutionalization of Orphans and Vulnerable Children, this project is a 3-year and six month period (42 months) Project implemented by a consortium of partners namely; ChildFund International, TPO Uganda, Child’s Foundation and Retrak.  The key goals of the project are to strengthen national child protection systems in order to prevent unnecessary family separation and enable children outside of families to be placed in family or family based care.

Job Summary: The Project Officers will be responsible for ensuring that the DCOF project goals and interventions are clearly understood by all those involved in one way or another to deliver planned interventions. In this regard, the Project Officer will particularly support the social workers, ensuring that they have a clear grasp of the proposed interventions and strategies to be applied. He/she will develop the technical capacity of social workers in program implementation, management, monitoring /evaluation and promotes networking with program stakeholders. The Project Officer will also play a convergence role at all designated levels of project implementation; institutional with the CCIs; at local government level with the department of community services and probation; at sub county level and at household level, ensuring that each actor has a clear understanding of their role and that the team around the child is sufficiently organized and facilitated to play its role.

Key Duties and Responsibilities: 

  • Steer the project implementation according to the project design; that quality assurance, monitoring and evaluation of DCOF project components adhere to the parameters described in the performance monitoring plan.
  • Adapt and roll out program literature such as implementation guides; standard operating procedures and other protocols such as the vulnerability index and child status index so that these are clearly understood by social workers and other actors attached to the project. Including training packages, assessment tools for smooth roll out and implementation of DCOF project component.
  • Identify skills gaps and Undertake on-going capacity building activities for DCOF staff, Volunteers and all stakeholders as necessary.
  • Responsible for administrative responsibilities such as work planning, periodic reporting as well as financial oversight and budget control. Liaise with ChildFund International DCOF Advisers at national and international offices to ensure adherence to relevant ChildFund standards, policies and procedures
  • Work closely with the  M & E Coordinator facilitate quarterly reflection sessions and document lessons learnt and progress to impact including the unintended outcomes/challenges
  • Actively engage with other local development actors involved in DCOF and complementary activities Support advocacy activities as required

Qualifications, Skills and Experience: 

  • The ideal candidate should hold a Bachelor degree or relevant qualification in human development, Developmental psychology, Education, Social work, Public health or a related field.
  • Post graduate Diploma in project planning and Management. A master degree in Education, psychology or related field will be an added advantage.
  • At least five years’ working experience of Child development projects.
  • Past exposure and experience of implementing grants and working with institutional donors like Irish Aid, USAID, EU will be an added advantage.
  • Prior experience in capacity building and training to provide high-quality ECD services
  • Sound knowledge of participatory Monitoring and evaluation-M&E
  • Excellent organisational, logistic, communication and interpersonal skills.
  • Hold a Valid Motor cycle license or ability and interest to learn and ride motor cycle.
