Job Title: Project Officer – Malaria (2 Job Positions)

About USAID NU-HITES Project:
Plan Uganda was awarded a 5-year Cooperative Agreement under the Northern Uganda-Health Integration to Enhance Services (NU-HITES) project to provide technical assistance and capacity building support for Northern Uganda in Malaria, AIDS and Tuberculosis, integrate additional support in Maternal, Neonatal and Child Health (MNCH), Family Planning (FP) and nutrition; while prioritizing the strengthening of district-level health facilities. This project commenced in August 2012. In the course of Year two (2), the project secured additional funding from DFID to improve technical support to malaria activities and from the US Government together with other donors to strengthen referral networks maternal neonatal child activities in six districts in the region.
Key Duties and Responsibilities: 
  • Work closely with districts and health service delivery points to facilitate the implementation of malaria activities in the work plan and the delivery of programmatic results that meet the project framework targets.
  • Make sure that the districts and health facility staff are provided with guidance, support, and training in the areas of program implementation, monitoring and reporting in compliance with USAID/PMI requirements.
  • Assist in the identification of bottlenecks and upheavals to implementation and propose solutions, and develop specific capacity building interventions for the staff at health facilities.
  • Monitor, review, and provide feedback to sub-recipients and staff at health facilities
  • Review monthly programmatic reports submitted by the districts and staff at health facilities and prepare consolidated programmatic progress updates, including supporting documentation; and in liaison with the M& E Manager and Malaria Technical Advisor prepare programmatic reports for submission to the USAID/PMI
  • Promote policies and best practices that enable effective prevention and treatment of Malaria among the target population.
  • Ensure adherence and compliance to the set national standards, procedures and guidelines in the delivery of Malaria services
  • Ensure that there is effective participation of the project in relevant existing and potential networks and fora
Qualifications, Skills and Experience: 
  • The candidate should preferably hold a Bachelor of Social Works, Nursing, or related health discipline. Advanced degree in Public Health or related field will be an added advantage.
  • At least three years’ experience in public health or related field in programme/project management; at least 3 years’ experience in Malaria.
  • Past exposure and experience working with district health services, Civil Society Organizations and project – based health programs.
  • Excellent leadership and management skills coupled with the ability to work under pressure and with limited supervision.
  • Detailed knowledge and understanding of the core principles of Malaria prevention and control program interventions
  • Knowledge of Uganda National Health priorities for malaria activities
  • Computer literacy skills i.e. Working knowledge of MS Word, Excel, PowerPoint, Internet and Email
