NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation and hygiene sectors.

Key Duties and Responsibilities:

  • Implement NRC’s HR systems and procedures at national level
  • Ensure adherence to Employment Guidelines and other NRC policies
  • Ensure compliance with the local labor law
  • Regular HR analysis and reports
  • Personnel management of the HR team at country office
  • Training, support, control and development of HR teams in all offices, and support and training of all staff with HR responsibilities/ personnel management
  • Ensure safe and standardized filing of personnel documents in all offices
  • Ensure that staff records in all offices in the area are up to date and filed appropriately
  • Prepare and submit reports and analysis
  • Support line managers in implementing correct procedures and team trainings
  • Ensure development and implementation of administrative systems and procedures
  • Guide senior management team and line managers on HR processes such as recruitment; induction; staff development; performance management; reward etc.
  • Update staff on HR policies, processes and procedures.
  • Align/design and effectively implement new staff orientation and training programmes
  • Coordinate with HR focal point persons on ground where necessary, clearance of staff separating from the organization, including exit interviews and final dues payments
  • In consultation with the CD and Area Managers, address staff grievances and disciplinary measures
  • Manage the staff Performance Management System
  • Coordinate new HR initiatives from NRC HQ and RO

Qualifications, Skills and Experience:

  • The applicant for the Norwegian Refugee Council (NRC) Human Resources and Admin Manager job opportunity should hold a University Bachelor’s degree
  • At least three years of experience from working as a senior HR Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge and experience on the Uganda labor laws
  • Initiating action and change
  • Managing resources to optimize results
  • Managing performance and development
  • Empowering and building trust
  • Handling insecure environments
  • Language: English
