About USAID SPRING Project:
Strengthening Partnerships, Results, and Innovations in Nutrition (SPRING) is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to provide state-of-the-art technical support and facilitate country- led, regional, and global programs to improve the nutritional status of women and children. The SPRING implementation team consists of JSI Research & Training Institute, Inc., Helen Keller International (HKI), The International Food Policy Research Institute (IFPRI), Save the Children (SC), and The Manoff Group (TMG).
Job Summary: The Finance Manager will be responsible for day-to-day financial management of the SPRING/Uganda field office. The incumbent will also be responsible for maintenance of financial management and internal controls of the SPRING/Uganda field office, and coordinate closely with the Deputy Chief of Party- Finance & Operations and with SPRING/Home Office. He/She manages all accounting functions, in order to ensure the timely and accurate processing, payment and reporting of SPRING/Uganda financial and accounting information. The position entails responsibility and timeline management for the proper preparation and submission of various required accounting and financial reports on a monthly basis to SPRING/Home Office.
Key Duties and Responsibilities:
- Program & Financial Management:
- Implement financial management system based on generally accepted accounting principles (GAAP), JSI policies and procedures, and donor regulations under the leadership of the Deputy Chief of Party- Finance & Operations
- Technically support the Deputy Chief of Party- Finance & Operations to maintain efficient and compliant financial management systems across sub offices in Uganda. Notify the Deputy Chief of Party- Finance & Operations of any discrepancies.
- Support the technical team leaders in the annual budgeting exercise to ensure program activities are in accordance with budget and work plan
- Regularly review vouchers and submits to Deputy Chief of Party- Finance & Operations for review and approval
- Support the Deputy Chief of Party- Finance & Operations to prepare ad hoc financial reports for the Home Office, project leadership or USAID, as required
- Monitor expenditures against work plan budget and develop financial reports for the Deputy Chief of Party- Finance & Operations
- Develop monthly expenditure reports for program staff
- Receive monthly cash flow requests from Team Leads, review cash flow requests against work plan budget, and submit to the Deputy Chief of Party- Finance & Operations
- Provide guidance and technical support to staff on financial processes in implementing the work plan
- Report regularly to the Deputy Chief of Party- Finance & Operations, and identify problems and issues for resolution in a timely manner
- Prepare monthly bank reconciliation and submit to Deputy Chief of Party- Finance & Operations for review
- Prepare monthly payroll including remittance of the necessary taxes to the authorities,
- Prepare monthly creditors reconciliation and submit to Deputy Chief of Party- Finance & Operations for review
- Review accounting transactions accurately and in a timely way, with all expenditures supported by appropriate approvals and proper documentation that complies with JSI and USAID I reporting requirements and send to the Deputy Chief of Party- Finance & Operations for review.
- Field accounts and related financial reports are submitted to | JSI headquarters to ensure the accurate and timely provision j of SPRING/Uganda financial reporting.
- Provide timely support to track SPRING/Uganda expenditures by activity and/or funding source., and ensure the project has analysis of unit costs for key activities (training in NACS, training in IYCF, Coaching, etc)
- Mentor and supervise the Senior Finance Officer
Qualifications, Skills and Experience:
- The applicants should hold an advanced degree in Business studies (Finance or Accounting option)
- Professional Qualifications such as ACCA, CPA etc
- Additional relevant qualification will be an additional advantage
- At least eight to ten years work experience in financial management, at least two of these as a Finance Manager for a USAID funded project.
- Past experience of accounting/audit of International Donors program funds
- Familiarity with USAID regulations and procedures essential
- Recent training in USAID rules and regulations
- Financial/auditing background
- Excellent written and oral communication skills
- Computer literate, proficient with MS office applications and Accounting packages, in particular Quick Books
- Demonstrated excellent interpersonal, managerial and organizational skills
- Proven ability to pay attention to detail
- Strong skills in teamwork
- High level of integrity
- Ability to work on own initiative / proactive attitude.
