About RSCE:
The Regional Service Centre Steering Committee is the decision-making body for RSCE, in compliance with General Assembly resolutions, United Nations Secretariat rules and regulations, strategic guidance from United Nations Headquarters and oversight bodies. The Steering Committee consults with the Global Field Support Strategy Implementation Coordination Team, as required.
The Regional Service Centre, as approved by the Member States, is owned, managed and staffed by the regional missions it serves. This framework reinforces the existing missions’ chain of command structures and lines of authority in a manner that does not create an additional layer between Headquarters and the regional missions. It also ensures that staffing for RSCE will be achieved through the redeployment of resources from the regional missions it serves.
Job Summary: The Accountant will support the United Nations Regional Service Centre at Entebbe (RSCE) by performing a variety of tasks including the maintenance and validation of various operations with respect to accounting, resolution of queries from staff and other UN units, and the preparation of financial statements and bank reconciliation statements for the Centre’s Client Missions.
Key Duties and Responsibilities: Within delegated authority, the Accountant will be responsible for the following duties:
· Keenly analyses accounts and reviews/evaluates regular financial reports for the SPM and Peacekeeping Missions. Identifies problems and irregularities in transactions and related accounts, and ensures resolving them in a timely and effective manner.
· The incumbent approves/Confirms that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments.
· Renders support in preparing financial statements for Client Missions including in the UN Financial Statements to be audited.
· Ensures accurate and complete accounting records that support reliablefinancial reporting; assists in the evaluation and monitoring of internalcontrol systems for functional effectiveness.
· Quickly responds to internal/external audit observations.
· Provides expert advice and guidance concerning the United Nations’ Financial Regulations and Rules and Accounting Instructions as requested.
· Coordinates and supervises processing of IOV’s, payroll, government and vendor claims, travel, and billing of government accounts.
· Actively monitors, analyses, and approves transactions for entry into the accounting system.
· Defines requirements and works with systems units with respect to production of relevant financial reports.
· Actively participates in the development of accounting policies.
· Provides information needed to respond to audit findings.
· Performs any other related duties as required by the Service Line Manager and Chief of the Financial Reporting Service Line.
Qualifications, Skills and Experience:
· The ideal candidate for the United Nations Regional Service Centre Entebbe Accountant job should hold an advanced university degree(Master’s degree or equivalent) in business administration, finance, accounting or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
· Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.
· At least five years of progressive responsible professional experience in accounting, finance, and budget especially using an ERP system such as SAP.
· Prior experience in IPSAS or IFRS financial reporting will be an added advantage
· Languages: Fluency in English is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
